Former major who hit and killed a 12th grade female student in Ninh Thuan is about to stand trial

Former Major Hoang Van Minh is about to be tried by the Military Court of Region 2 of Military Region 5 after driving a car that hit and killed a female student in Phan Rang - Thap Cham (Ninh Thuan).

On the evening of March 9, Mr. Ho Hoang Hung, father of the victim who was hit and killed by the car of former Major Hoang Van Minh, said that the family had just received a notice from the Military Procuracy of Region 2, Military Region 5, to prosecute the traffic accident case that caused the death of a 12th grade female student in Ninh Thuan.

At the same time, the Military Procuracy of Region 2 issued an indictment, prosecuting Mr. Hoang Van Minh (37 years old, former Financial Assistant of Air Force Regiment 937) for the crime of Violating regulations on road traffic participation.

According to this announcement, defendant Hoang Van Minh was brought to trial for the above crime. Military Court of Region 2, Military Region 5 also assigned judges to resolve and try the criminal case.

Along with that, Mr. Ho Hoang Hung's family also received a notice from the Military Procuracy of Region 2 prosecuting the defendant Huynh Thi Kim Hang (Mr. Minh's wife) and Pham Van Vo (defendant Minh's uncle, residing in Binh Duong) for the crime of False Declaration.

Previously, on the morning of June 28, 2022, Major Minh drove a 7-seater car on 16/4 Street, Phan Rang - Thap Cham City. When turning right, due to lack of observation, the driver let the car collide with a motorbike driven by Ho Hoang Anh, 18 years old, who was returning from getting her high school graduation exam papers. The female student was thrown off the road, hit an electric pole, and died.

After the accident, Mr. Pham Van Vo (living in Binh Duong) admitted to being the driver of the car that caused the accident. Ms. Hang also confirmed the incident. However, during the investigation of the case, the authorities determined that these two people had given false statements, and Mr. Minh was the driver who hit and killed the female student.

The victim's family later received a notice from the local police that "Ho Hoang Anh's blood alcohol test result was 0.79 mg/100 ml of blood".

This made them angry and sent a complaint to the authorities, claiming that the alcohol concentration test result was incorrect. Hoang Anh was an excellent student at a specialized school, well-behaved, and could not have used alcohol in the morning when he went to school to get his exam papers.

The leaders of Ninh Thuan General Hospital later publicly apologized, admitting that "there was an error" leading to the above alcohol concentration measurement result. The victim's father filed a complaint against the officers and employees of Ninh Thuan General Hospital for intentionally violating the procedure for testing alcohol concentration in Ho Hoang Anh's blood sample, providing false results to the authorities, and showing signs of falsifying case files.

Regarding the above case, the criminal investigation agency of region 3 transferred the complaint of Mr. Ho Hoang Hung about the leadership of Ninh Thuan General Hospital to the provincial police for settlement according to their authority.
