Inquiring into the matter, it is known that in early August 2013, Dien Bich commune put into use a centralized market in the Dien Chau salt warehouse area with an area of ​​2,800m2.2. The market is clean, environmentally friendly, and has overcome the problem of traffic jams caused by street markets like before. However, there are still some households in the hamlets that still sell along the road. Therefore, on September 12, 2013, the People's Committee of Dien Bich commune issued Plan No. 19/KH-UBND on ensuring traffic order and safety and environmental sanitation in the area. The goal of the plan is to eliminate the gathering places of the street market. Households with business stalls at home must commit to not affecting traffic, while households that sell along the road (the location of the sale is not on the family's land, PV) must focus on the market. The plan was propagated to households that sell in the area, including the family of Mrs. Nguyen Thi Thin. Accordingly, in addition to the kiosk built on the land of her family where Mrs. Thin has long been selling goods, which is allowed to continue selling, Mrs. Thin also has a row of stalls along the road of the hamlet rented to 4 households to sell fish, meat, and vegetables. While the members of the working group were preparing the meat in a basin for Ms. Ha to take to the new market, Ms. Thin struggled and fought with the members of the group. When the members of the working group saw this, they grabbed Ms. Thin's hand to get two knives. Mr. Tran Van Tuan invited Ms. Thin to the commune People's Committee headquarters to work, but Ms. Thin did not listen. The two struggled for a long time, then Ms. Thin bit Mr. Tuan's hand. Mr. Tuan could not get it off, so he slapped Ms. Thin. Ms. Thin also cursed the working group... Mr. NU, a citizen of Quyet Thanh hamlet, said: Every day I still see Ms. Ha selling pork at Ms. Thin's stall, but I don't know whose it is. Ms. TTN, who lives in the same neighborhood as Ms. Thin, said: Ms. Ha has always sold pork at Ms. Thin's kiosk, not by Ms. Thin. This area is often congested with traffic. Regarding the beating of Mrs. Thin, Mr. Tran Van Tuan, Deputy Commune Police Chief, said: After receiving instructions from my superiors, I went to persuade Mrs. Thin to go to the commune headquarters to resolve the matter, but she did not listen. Mrs. Thin grabbed my hand and bit it, and I could not get it off, so I slapped Mrs. Thin once before she let go. Unable to take Mrs. Thin to the commune headquarters, I had to handcuff her. Along the way, she struggled and fell many times. When she reached the commune police office, she continued to curse terribly, especially towards my family. Too angry, I took a rubber stick and hit Mrs. Thin twice on the buttocks.

Talking to us, Mr. Thach Dinh Nghia, Vice Chairman of Dien Bich Commune People's Committee, said: After the incident, Ms. Thin sent a petition everywhere, the commune established a verification team. Through verification and meeting many witnesses, the team concluded: Mr. Tran Van Tuan slapped Ms. Thin on the chin because she bit comrade Tuan's hand. After going to the commune headquarters, Mr. Tuan hit Ms. Thin twice with a rubber stick because Ms. Thin had insulted him and his family. However, her claim that the members of the team entered her house to cause trouble and had acts of threatening, assaulting, and dumping her goods was not true. The members only persuaded her and Ms. Tran Thi Ha to bring pork to the market to sell, but Ms. Thin did not listen and even behaved inappropriately.

Thus, through the incident, it can be seen that Mr. Tran Van Tuan, out of anger at being insulted, beat Ms. Nguyen Thi Thin. Therefore, the People's Committee of Dien Bich commune needs to have a form of criticism for Mr. Tuan, in order to gain experience in the process of performing his duties. Regarding the case of Ms. Nguyen Thi Thin, it is necessary to realize that the commune's request for households to bring goods into the market to sell is to ensure the environment, build a clean and beautiful village landscape for people to enjoy, including her family.
