In Ky Son, Tuong Duong and Con Cuong districts, heavy rain from the night of June 22 to the afternoon of June 23 has not stopped, causing water levels in streams and creeks to rise and local flooding to occur. At 3:30 a.m. on June 23, in Khe Nam Khien area, Nam Can commune, Ky Son district, three children, Ms. Lo Thi Hue (40 years old), her grandchild Lo Thi Anh and her grandchild Hoang Gia Phuc, residing in Xoong Con village, Luu Kien commune, Tuong Duong district, were swept away by floodwaters while sleeping at a shop. Local people discovered and rescued Lo Thi Anh. As of 3:00 p.m. on June 23, 2013, authorities of Ky Son and Tuong Duong districts had not yet found the bodies of Ms. Hue and Phuc.

Heavy rain on the night of June 22 and 23 also caused some areas of summer-autumn rice and crops such as off-season peanuts, sesame, and beans in districts such as Hung Nguyen, Nghi Loc, Dien Chau, Tan Ky, Do Luong, and Thanh Chuong to be partially flooded.
According to forecasts, it is unlikely that the storm will make landfall directly in Nghe An, however, the work of preventing and combating storm No. 2 is being urgently deployed. From June 20 to 23, the Provincial Steering Committee for Flood and Storm Prevention and Search and Rescue has continuously issued 3 telegrams directing relevant agencies to actively monitor the developments of storm No. 2; directing ship owners to immediately deploy movements to avoid entering or exiting dangerous areas or to safe storm shelters; closely inspecting ships going out to sea and organizing anchoring for ships in storm shelters.

According to the Nghe An Flood and Storm Prevention Command, by the afternoon of June 23, all 4,004 vessels with nearly 19,000 fishermen in the province had grasped the developments of the direction of storm No. 2. Nearly 4,000 vessels with nearly 15,900 workers had returned home, anchored safely in areas such as Lach Con, Lach Quen, Lach Thoi (Quynh Luu district), Lach Van, Dien Chau district, Lach Lo, Lach Hoi, ... some other vessels of Nghe An fishermen had also entered storm shelters in Cat Ba, Bach Long Vi island. |
