Registered to set an example, can not shirk responsibility!

(Baonghean) Some time ago, when organizing conferences to commend typical advanced examples of studying and following Uncle Ho at all levels, public opinion said that the percentage of party members and the masses accounted for a high proportion, almost absolute in the list of individuals to be commended, with few or no key cadres and leaders. There were many reasons, among which the most frequently mentioned reason was that many key cadres and leaders thought that they were not or were not worthy of being commended. There were press agencies that raised the issue of whether or not there was a situation where key cadres and leaders shirked or refused to be exemplary in studying and following Uncle Ho's example, while the contents of party member classification, professional classification, and other titles were still jokingly said to each other as "milk sugar from top down/hoes and shovels from bottom up". However, that was a story from a few years ago...

This year, our Party has implemented the registration of exemplary implementation for cadres and party members, especially key cadres at all levels according to Regulation No. 101-QD/T.U dated June 7, 2012 of the Party Central Committee Secretariat. It can be affirmed that this is a new point in studying and following Uncle Ho. Previously, the Party proposed studying Uncle Ho's ideology, then studying and following Uncle Ho's morality, now we study and follow Uncle Ho's style. On the other hand, if in the past the target of studying and following Uncle Ho was the whole Party and the whole people, this time the target is more specifically defined, that is, cadres and party members, especially key cadres.

Thus, it can be clearly seen that studying and following Uncle Ho is increasingly moving in a specific, practical direction, closer to the practical tasks of Party building and strengthening the strength of the political system. That is to identify the need to rectify the degradation in political ideology, ethics, style, and lifestyle of cadres and party members, notably party members with power, leaders, and those holding large assets. Therefore, the subjects guided to register for exemplary content are first of all cadres holding positions and leaders. The content of exemplary registration also needs to be specific, practical, linked to the role, position, daily political and professional tasks, that is, it is necessary to include specific content related to oneself, to one's work, adjusted within the scope of those with whom one comes into contact, impacts or influences each other in work or in life. It can be seen that this is a way of doing things in accordance with the aspirations and expectations of party members and the masses.

Our people believe in and follow the Party, but that is not an invisible, general belief. On the contrary, that belief is often very specific, with a clear "address". It is believing in every cadre and party member that people meet, contact, work with, see, hear, feel, and imagine... That belief originates from every behavior, word, conduct, and action of cadres and party members, followed by the mechanisms, policies, guidelines, and movements of grassroots party organizations... Those actions, those guidelines, those movements will lead to victory and success or not, will they come into life or not, will they solve the current and long-term problem of "benefiting the country - benefiting the people" or not... Therefore, if the Party wants to build a solid, lasting belief among the people, each cadre and party member, especially key cadres, must register the content of setting an example and carry out the responsibility of setting an example associated with daily behaviors, conduct, and actions. And the registration and implementation of exemplary responsibilities will be checked and evaluated on the basis of whether they are truly popular, democratic, exemplary, for the benefit of the people, and serve the people.

We often come across the saying "what leader, what movement", or "what cadre, what movement", which is a summary of the role and importance of leaders and key cadres for movements of collectives, agencies, units, localities, industries, etc., depending on the working position and influence of each person. That also means that the influence of leaders and key cadres on the success or failure of movements is very large. If cadres and party members, especially leaders, are all those who register to set good examples, carry out the responsibility of setting good examples, set examples in a specific and practical way, then that person will certainly create a solid reputation, unite the upper and lower levels, gain consensus inside and outside, and will gather forces to develop the movement of the agency, unit, and locality well. If cadres, party members, and leaders are not exemplary, do not set an example, are not serious in fulfilling their responsibilities as role models, say one thing but do another, talk a lot but do little, say well but do poorly, etc., it will be very difficult to build prestige, build trust, become a nucleus of solidarity and consensus, and therefore it will be difficult to successfully carry out assigned political and professional tasks.

President Ho Chi Minh once advised, "All success or failure depends on good or bad cadres." Those advices are always relevant, and in the current context, they have even deeper political significance. Each grassroots party organization can evaluate "good or bad" cadres through registering exemplary content and fulfilling exemplary responsibility. With the current way of doing things, key cadres, heads of agencies, units, localities, sectors, etc. certainly cannot avoid becoming exemplary and typical subjects in studying and following Uncle Ho's style. Therefore, this is also an opportunity for party members and the masses to monitor and evaluate cadres. If we can do that, we are confident that studying and following Uncle Ho's moral example will achieve more concrete and practical results, with a wider spread.
