Da Nang disciplines former hospital director for returning 37 billion VND in charity money

Mr. Trinh Luong Tran, who returned 37 billion VND in charity money just one day before Da Nang Cancer Hospital was transferred to the public sector, has been disciplined.

On the afternoon of December 17, Ms. Nguyen Thi Van Lan, Vice President of the Association for the Protection of Poor Women and Children of Da Nang City, said that the Executive Committee of the Association had just voted unanimously to discipline the former Director of the Da Nang Cancer Hospital (now the Oncology Hospital) Trinh Luong Tran.

Mr. Trinh Luong Tran and chief accountant of Cancer Hospital Ho Thi Diem Phuong are two people involved in returning 37 billion VND in charity.

The Executive Committee of the Association for the Protection of Poor Women and Children of Da Nang City said that Mr. Tran was the Vice President of the Association but violated the direction of the City Party Committee, People's Council, People's Committee of Da Nang City and the Standing Committee of the Association on handing over the original state of the Cancer Hospital to establish the Oncology Hospital, so the handling must follow the Association's regulations.

Da Nang Cancer Hospital has been converted into Da Nang Oncology Hospital (under the Da Nang Department of Health).

Ms. Phuong is not a member of the Association for the Protection of Poor Women and Children of Da Nang City, so she is recommended to be handled according to the Law on Accounting.

The amount of more than 37 billion VND was mobilized by the late Secretary of Da Nang Nguyen Ba Thanh when he was Chairman of the Association for the Support of Poor Women and Children of the city from Lien Viet Post Bank to sponsor the purchase of medical equipment for the Cancer Hospital since July 2014. The term of use is in 2015.

At the 15th session of the 8th City People's Council on December 9, many delegates proposed criminal proceedings against Mr. Tran for returning the sponsorship money, because he arbitrarily violated the resolution of the People's Council as well as the decision of the Da Nang City People's Committee. Currently, Lien Viet Post Bank said it will transfer the 37 billion VND of charity that Mr. Tran returned to build a school in Mr. Nguyen Ba Thanh's hometown.

Vice Chairman of Da Nang Dang Viet Dung said that the city's Association for the Protection of Poor Women and Children had twice reviewed Mr. Trinh Luong Tran's responsibilities. However, the first time, Mr. Tran did not admit his mistakes, but the second time, he admitted his mistakes but did not accept being disciplined.

Da Nang Cancer Hospital was inaugurated on January 19, 2013 with a total construction cost of 1,500 billion VND and many policies on hospital fee exemption and reduction for the poor in the two localities of Quang Nam and Da Nang. This is a project that Mr. Nguyen Ba Thanh, in his role as Chairman of the Association for the Support of Poor Women and Children of Da Nang City, called on benefactors to sponsor. On September 1, the hospital was handed over to the Da Nang Department of Health to be transferred to a public hospital with a new name, Da Nang Oncology Hospital. However, on the afternoon of August 31, Director of the Cancer Hospital Trinh Luong Tran and the accountant completed the procedures to return 37 billion VND in sponsorship to Lien Viet Post Bank.
