Before entering the direct questioning session, Mr. Le Van Ngo, Director of the Department of Education and Training of Nghe An presented the questions that voters had raised during the meeting with People's Council delegates at all levels and in the group discussions. Mr. Le Van Ngo said that in some units, principals and teachers have not fully implemented the process of mobilizing people and parents to support the construction of school and classroom facilities. This has led to the imposition of money collection, with homeroom teachers pre-writing the mobilization amount on the registration form for parents to sign; some facilities have collected money from class and school funds in violation of regulations. This is because the allocated budget is too small, not enough for the school to cover the minimum activities. In order to have funds when the budget does not provide enough as prescribed, some schools and organizations have collected some additional amounts outside of the regulations. In addition, there is a discrepancy between the collection level and the actual spending regime for cadres and teachers.
The head of the provincial education sector also admitted that some teachers and officials of educational institutions do not fully or correctly understand concepts such as "voluntary", "agreement", "mobilization"; localities and organizations have not joined forces with educational institutions, causing great pressure on managers and teachers at educational institutions.
