Provincial People's Council delegates propose many solutions to increase investment resources for commune level
On the morning of July 9, within the framework of the 31st Session of the 18th Nghe An Provincial People's Council, term 2021 - 2026, the Provincial People's Council delegates discussed in groups.

Group 3 includes 15 delegates from Groups 8 (localities of Yen Thanh, Dong Thanh, Van Du, Quang Dong, Giai Lac, Binh Minh, Quan Thanh, Van Tu, Hop Minh communes), 9 (Do Luong, Bach Ngoc, Van Hien, Bach Ha, Thuan Trung, Luong Son) and 11 (Dai Dong, Tam Dong, Cat Ngan, Hanh Lam, Son Lam, Hoa Quan, Kim Bang, Bich Hao, Xuan Lam).
Attending the discussion session at Group 3 were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee. Delegate Trinh Van Nha - Party Secretary, Chairman of the People's Council of Dai Dong commune as Head of the discussion session.
Discussions in the group took place seriously and frankly, focusing on key issues that voters and people are concerned about, especially those related to infrastructure, social security, grassroots government operations, resource allocation and improving the effectiveness of state management.

Speaking at the group, delegate Nguyen Duc Hong (Group No. 8) requested that the authorities focus on directing and promptly completing the site clearance of National Highway 7 to ensure implementation progress and traffic safety.
At the same time, he emphasized the need to strengthen solutions to control counterfeit goods, fake drugs, and dirty food - risks that directly affect people's health. According to the delegate, it is necessary to arrange enough forces and means, and resolutely handle violations in this field.

Regarding the two-level local government model, delegate Nguyen Duc Hong reflected on the difficulties in working conditions and facilities at the commune level, especially after the merger. He proposed to study the reallocation of the proportion of revenue from land use rights auctions previously left to the district level in the direction of partially regulating the commune level, in order to create resources for infrastructure investment and improve the operating conditions of the grassroots government.

Sharing the same view, Mr. Vu Tuan Dung - Party Secretary, Chairman of the People's Council of Hop Minh commune, guest delegate said that currently many communes are having to arrange temporary offices at many different locations, causing inconvenience in management and serving the people, besides the facilities are not yet able to meet the requirements.
Therefore, he suggested that in the short term, investment in equipment and working facilities for commune officials should be arranged; in the long term, there should be a master plan and a centralized support mechanism to build commune-level administrative centers according to the "one-stop" model, to better serve people and businesses.

Delegate Hoang Thi Hong Hanh (Group of Delegates No. 9) proposed that the People's Councils at the commune level should be granted separate accounts to be able to perform their functions and tasks in accordance with regulations. At the same time, she recommended that the province soon develop a specific criteria system as a basis for dividing revenue sources and determining budget expenditure tasks, taking into account the scale and characteristics of each locality.
Some other opinions in the group suggested paying attention to handling outstanding debts in new rural construction; having a mechanism to resolve policies for non-professional officials at the commune level; soon establishing a Commune-level Land Clearance Council to be proactive in implementing projects in the area; and land clearance work for the Hanoi - Vientiane expressway section through Nghe An.
The group discussion session recorded many frank and responsible opinions, reflecting the thoughts and aspirations of voters and local authorities. These contents will be summarized and reported at the general discussion session for the Provincial People's Council to consider and propose more appropriate and practical solutions in the management and policy planning in the coming time; compensation for site clearance of the Hanoi - Vientiane expressway project; investment in pumping station systems in the area; the transfer of the Provincial People's Council Resolution on specific mechanisms and policies for Do Luong district (old).

Speaking at the discussion session, Vice Chairman of the Provincial People's Committee Nguyen Van De acknowledged and accepted the enthusiastic and responsible opinions of the Provincial People's Council delegates; at the same time, directly discussed and clarified a number of contents related to the management and operation responsibilities of the Provincial People's Committee.
The Vice Chairman of the Provincial People's Committee requested communes and wards to focus on implementing the set socio-economic development targets and tasks, paying special attention to organizing land use rights auctions to increase revenue and speed up disbursement of public investment capital in the last 6 months of the year, to contribute to the province's growth target.

Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh emphasized: In addition to the achieved results, the socio-economic situation still has many difficulties, requiring great efforts and determination in the last 6 months of the year, a pivotal time to end the 2020-2025 term and prepare to enter a new term with great requirements.

Sharing the difficulties and problems that localities are facing, and predicting that many new challenges will continue to arise in the coming period, the Standing Vice Chairman of the Provincial People's Council requested the commune level to soon complete the organization and apparatus of the political system, including the Party Committee, the government and the Fatherland Front. The Provincial People's Committee develops a training plan to prepare for the effective operation of the two-level local government model.

Localities also need to pay special attention to reviewing the current status of public assets, planning and identifying commune administrative centers as a basis for effective arrangement and handling, avoiding waste. Along with that, it is necessary to proactively develop a socio-economic development plan for the last 6 months of 2025, a development plan for the 2025-2030 period and prepare well the conditions to successfully organize the new term commune-level party congress.
