Comrade Vo Thi Minh Sinh raised 4 groups of issues for voters and people to send to the meeting of Nghe An Provincial People's Council.

Voters and people highly appreciate the province's management and direction.

Accordingly, voters and people expressed their joy, excitement and high appreciation for the results of the Party's drastic leadership and direction of the revolution to streamline the apparatus, to be effective, efficient, and to strongly focus on the grassroots; the results of the 9th session of the 15th National Assembly are truly a historical milestone, deciding on particularly important issues of the country.

Voters and people also expressed their agreement and support for the Party and National Assembly's policies on promoting implementation to create breakthroughs in science and technology development, innovation and digital transformation according to Resolution 57 of the Politburo; Resolution 59 on international integration; Resolution 66 on innovation in law-making and enforcement; Resolution 68 on private economic development...; at the same time, expressed their confidence in the Party's major policies on tuition exemption for students from preschool to high school...

Voters and people acknowledged and highly appreciated the leadership, direction and administration of the province, despite the context of focusing and resolutely implementing the arrangement and streamlining of the apparatus according to the 2-level local government model, while simultaneously leading and directing the Party Congresses at all levels for the 2025-2030 term; but the socio-economic situation in the first 6 months of the year continued to achieve many positive results.

Notably, the gross regional domestic product (GRDP) growth rate is estimated at 8.24%, ranking 12th out of 34 provinces and cities. The education sector continues to maintain its leading achievements, ranking 5th in the country with 96 students achieving high prizes in the National Excellent Student Competition.

The results of the People's Satisfaction Index with State Administrative Services (SIPAS) in 2024 increased by 6 levels, ranking 6th/63 provinces and cities; the administrative reform index (Par Index) ranked 27th/63 provinces and cities.

The implementation of Project 06 VNeiD continues to be commended by the Prime Minister as one of the typical provinces with good and creative ways of doing things.

The result of the housing support campaign for the poor and meritorious people reached 20,452 houses (98.19%), this is a record number ever.

4 groups of issues voters expressed concerns and worries about

Besides the "bright spots" of the country and the province, comrade Vo Thi Minh Sinh also informed about some issues that voters and people are still wondering and worried about.

Specifically, voters and people are worried, indignant and strongly condemn the production, sale and advertising of fake products such as fake milk, fake medicine, fake cosmetics, poor quality food flooding the market; cheap buffets appearing everywhere, especially around universities, residential areas with many students and low-income workers... the risk of disease outbreaks in livestock and crops, especially African swine fever, arising and developing complicatedly; along with the overload situation in some hospitals that has not been resolved...

Voters, people and the business community reflect that the land price list is too high, does not distinguish between subjects and types of land, is not suitable for the actual conditions of the people, creates financial pressure, especially when people do procedures to convert the purpose of using garden land to residential land, they have to pay land use conversion tax many times higher than before.

Voters and people continue to be worried and very upset about the complicated developments and sophisticated tricks of high-tech crimes; the appearance of a number of websites and applications with signs of fraud, property appropriation, and forms of organizing online gambling games; popular impersonation calls (educational institutions, suspended capital recovery, service payments, online shopping and tourism, police officers, the Procuracy, the Court, Electricity, Tax, Banks, Social Insurance, etc.), emotional fraud for financial gain, investment fraud on fake platforms, etc.

Voters are non-professional activists at the commune level, with many concerns, sadness, and desire for appropriate mechanisms and policies due to the merger of administrative units, the rearrangement and reorganization of the apparatus; especially for well-trained grassroots cadres, such as the former Chairman of the Vietnam Fatherland Front Committee, Secretary of the Youth Union, and heads of commune-level organizations who are full-time activists, with the earnest desire to continue working in the new apparatus. Because, after the first merger in 2024 (according to Resolution No. 1243 of the National Assembly Standing Committee), the position of Vice Chairman must be arranged as non-professional, not on the payroll; and this time, implementing the 2-level government model, they will not be able to continue to be assigned to the new commune-level administrative unit after the merger.

5 groups of recommendations for the Provincial People's Council and People's Committee

Based on studying the policies and resolutions of the Central and the province, along with listening to the thoughts and aspirations of voters and through the activities of the Provincial Vietnam Fatherland Front Committee; Comrade Vo Thi Minh Sinh also raised 5 groups of opinions and recommendations of the Provincial Vietnam Fatherland Front Committee for the Provincial People's Council, Provincial People's Committee and localities to pay attention to and direct the resolution.

Specifically, the topic The Provincial People's Council and Provincial People's Committee should consider and thoroughly assess the market impact and adjust the land price list appropriately to ensure the harmony of interests between people and businesses.

Propose that the Provincial People's Council and Provincial People's Committee study and have mechanisms and policies to support the private economy and small and medium enterprises in the province in the spirit of Resolution 68-NQ/TW on private economic development.

It is recommended that the Provincial People's Committee should soon have specific regulations on changing the purpose of using surplus headquarters, managing and preserving assets after the rearrangement of agencies, units, etc.; pay attention to arranging full and timely payment of regimes and policies for the subjects.

Propose that the Provincial People's Committee soon issue a decision assigning departments, branches, sectors and related units to support disadvantaged and extremely disadvantaged communes according to the 2-level local government model: Focus on building the political system; socio-economic development, infrastructure construction, science and technology transfer, digital transformation and social security programs (replacing Decision No. 2209).

Propose that the Party Committees and authorities of communes prepare the Draft Political Report early so that the Vietnam Fatherland Front, socio-political organizations, member organizations and people of all walks of life can collect opinions according to regulations; at the same time, ensure conditions for organizing the Congress of the Vietnam Fatherland Front, socio-political organizations and mass organizations assigned by the Party and State at the commune level to complete before October 31, 2025.
