The Standing Committee of the Central Committee of the Vietnam Fatherland Front organized a nationwide online conference to listen to and resolve difficulties and obstacles in the restructuring and streamlining of the organizational apparatus.
On the afternoon of August 15th, the Standing Committee of the Central Committee of the Vietnam Fatherland Front held a nationwide online conference to listen to and resolve difficulties and obstacles in the restructuring and streamlining of the organizational apparatus of the Fatherland Front, political and social organizations, and mass associations assigned by the Party and State at the two-level administrative unit.

Comrade Nguyen Thi Thu Ha - Member of the Central Committee of the Party, Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front - presided over the meeting at the Hanoi location.
At the Nghe An location, the meeting was chaired by: Ms. Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province, Head of the Provincial National Assembly Delegation; Mr. Nguyen Dinh Hung - Member of the Provincial Party Committee, Standing Vice Chairman of the Vietnam Fatherland Front Committee of the province; and Ms. Nguyen Thi Thu Huong - Vice Chairwoman of the Vietnam Fatherland Front Committee of the province.

Many difficulties and obstacles were reported.
At the conference, Nghe An province and its localities reflected on and raised several difficulties and obstacles related to the allocation of Front Committee and mass organization officials at the commune level, noting the small number of staff but the numerous tasks and responsibilities required by higher levels, along with activities related to functions and duties in residential areas, youth branches, and large associations.
With a vast operational area, the Vietnam Fatherland Front and other socio-political organizations currently have only one Chairman and several Vice-Chairmen who also serve as heads of their respective socio-political organizations. There are no dedicated Vice-Chairmen or support staff, resulting in immense work pressure.

In addition, the qualifications of officials assigned to the Vietnam Fatherland Front and political and social organizations at the commune and ward levels are not up to par with the job requirements; their practical skills are weak, and they lack proficiency in information technology.

On the other hand, currently, the Central Committee has not issued guidelines on the organization, establishment, and personnel management of mass organizations assigned by the Party and State at the commune and ward levels, which would serve as a basis for local authorities to implement.
At the same time, there are no guidelines on implementing the retirement scheme for deputy heads of the Fatherland Front and socio-political organizations who are part-time officials, causing anxiety and concern among those affected.
Some difficulties regarding infrastructure and equipment for operation were also raised by localities at the meeting.

Based on the opinions of the localities, speaking at the conference, Comrade Nguyen Thi Thu Ha - Member of the Central Committee of the Party, Vice Chairman and General Secretary of the Central Committee of the Vietnam Fatherland Front - agreed on the following viewpoint: With the new apparatus now in operation, all feedback will be received and addressed by the Central Committee to ensure the apparatus operates stably and effectively, meeting its objectives.

Regarding proposals from localities on the arrangement and placement of officials in the Fatherland Front and political and social organizations decentralized to the localities, the Fatherland Front of provinces and cities should proactively advise the Standing Committee of the Provincial/City Party Committee on arrangements that are appropriate to the local situation; at the same time, they should proactively advise the Party committees of these organizations on the arrangement of mass organizations assigned tasks by the Party and the State.

The Vice Chairman and Secretary General of the Central Committee of the Vietnam Fatherland Front also emphasized: The arrangement of the Fatherland Front Committee and political and social organizations into a single agency with functions and tasks, and a degree of relative independence, therefore, requires close and effective coordination in their work.
The Standing Committee of the Central Committee of the Vietnam Fatherland Front is working alongside localities to overcome difficulties by establishing a task force to regularly receive and quickly resolve problems at the grassroots level, ensuring the effective operation of the Fatherland Front and other political and social organizations after restructuring.
The Vice Chairman and Secretary General of the Central Committee of the Vietnam Fatherland Front also answered questions regarding the timeframe for organizing the congresses of the Fatherland Front and political and social organizations at the commune level before October 31, 2025, and at the provincial level before December 31, 2025.
