Provincial People's Council delegates raised many issues on removing 'bottlenecks' in socio-economic development.

(Baonghean.vn) - Discussing in group 3, delegates raised many concerns related to "bottlenecks", shortcomings, and limitations in management and operation of the Provincial People's Committee in 2022.

Participating in discussion group No. 3 were members of the Provincial Party Standing Committee: Ngoc Kim Nam - Head of the Provincial Party Committee's Mass Mobilization Commission, Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council, Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee; comrade Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; representatives of provincial departments, branches and districts of Thanh Chuong, Do Luong, Nghia Dan, Tan Ky, Anh Son.

Proposal to remove difficulties in new rural construction

Besides, many opinions also pointed out many difficulties and limitations, recommending the Provincial People's Council and People's Committee to study and propose solutions to effectively resolve them.

Delegate Trinh Van Nha (Thanh Chuong district) raised concerns that currently, it is expected that by the end of 2022, the whole province will have 309/411 communes meeting new rural standards, 9 district-level units have been recognized and completed the new rural tasks; thus, the whole province still has more than 100 communes, mainly concentrated in 11 mountainous districts, ethnic minority areas, people's economic conditions are still difficult, infrastructure needs large investment, including Que Phong district which has "no" new rural communes. Therefore, it is recommended that the Provincial People's Committee and provincial departments and branches study to resolve the issue, in order to promote the movement throughout the province.

Also interested in new rural construction, delegate Ngo Van Thanh (Nghia Dan district) said that mountainous communes and ethnic minority areas do not have resources, while economic infrastructure and cultural institutions are very difficult.

Currently, along with resources from the target program of building new rural areas, reducing poverty and supporting ethnic minorities, the province needs to study policies to support investment in infrastructure and cultural institutions for communes building rural areas in this area. Only then can mountainous districts complete the task of building new rural areas.

In addition to the above two opinions, delegate Ngoc Kim Nam (Do Luong district) proposed that the Department of Finance and the Department of Agriculture and Rural Development study to ensure flexibility in cement support for localities. This is expressed from two perspectives: one is to proactively assign localities to allocate cement to communes based on the total cement quota approved by the province for districts; two is to expand cement support to other projects, not just for road construction.

The issue of slow cement supply to localities was also discussed by many delegates and the leaders of the Department of Finance and Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee explained the causes and solutions to overcome them in the coming time.

Research to remove "bottlenecks"

Delegate Tran Ngoc Son (Tan Ky district) stated the current situation, in the total number of cases handled by the People's Court, the number of cases related to land disputes and cancellation of land use right certificates accounts for a large proportion; the reason is that officials and civil servants performing public duties do not provide adequate guidance, leading to inheritance disputes, wrong orders, etc.

At the same time, there has been a situation where land officials who act as brokers have been punished. Therefore, there needs to be a solution to rectify and improve the awareness and public ethics of the staff and civil servants working in this field.

Some opinions also proposed that the Provincial People's Committee continue to remove difficulties and obstacles in granting land use right certificates to people according to Decision No. 28 of the Provincial People's Committee issued in 2021.

Regarding the salary policy for forest protection forces, some delegates were also interested in mentioning and informed by Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee, currently, the Provincial People's Committee has directed the Department of Agriculture and Rural Development to study and advise the Provincial People's Committee on policies for this team to submit to the Provincial People's Council to issue a resolution on a specific mechanism for implementation starting from 2023.

Many opinions in group 3 also mentioned the policies for non-professional teams in blocks, hamlets, villages, and communes and branches. According to delegate Tran Dinh Toan (Do Luong district), in the condition that the provincial budget does not meet the adjustment and ensure satisfactory support for this team, the province needs to have a policy to pilot the mobilization of social resources to support those working in hamlets.

Some issues related to the shortage of medicine and facilities at medical facilities; limited facilities and equipment in schools to meet the requirements of the general education program; inadequacies in the management of mineral exploitation activities; digital transformation policies in departments, branches and localities; inadequacies in traffic infrastructure... were also mentioned by delegates and proposed solutions for the province.
