Delegates of Nghe An Provincial People's Council raised a number of issues that need attention in operating the new commune-level government apparatus.
At the group discussion session, many delegates of the Provincial People's Council and leaders of new communes and wards raised a number of issues that need attention in the process of organizing and operating the new commune-level government apparatus.
Implementing the program of the 31st session of the 18th Provincial People's Council, on the morning of July 9, the People's Council delegates in groups 10, 12, 13, 14, 15, 16, 17, 18, 19 conducted discussions. Comrade Le Van Luong - Member of the Provincial Party Executive Committee, Party Secretary, Chairman of the People's Council of Tuong Duong commune acted as the group leader to conduct the discussion.

Discussing in groups, delegates agreed that in the first 6 months of the year, despite the difficult context, the province had to carry out many key tasks with a large workload, fast progress, and complexity, but the results of socio-economic development and the arrangement of commune-level administrative units of the province were positive; at the same time, they acknowledged the efforts to overcome difficulties and challenges in the direction and administration of the Provincial People's Committee.

In addition to the achieved results, the Provincial People's Council delegates also focused on assessing and analyzing the difficulties and problems in practice. Paying attention to the production activities of enterprises, delegate Vuong Quang Minh - Principal of the Provincial Political School said that in order to remove difficulties for enterprises, the province needs to have policies and create breakthrough conditions for the private economy to be the most important driving force of the economy.
In addition, human resources, especially high-quality human resources for current projects, are very difficult. Therefore, delegate Vuong Quang Minh suggested that in the coming time, it is necessary to strengthen vocational training; change career guidance work to be more effective. At the same time, pay more attention to digital transformation in mountainous areas, clear the site for the Mong Reservoir project and continue to do a good job of propaganda, dissemination and legal education.

Also concerned about the labor issue, delegate Nguyen Van Hai - Deputy Head of the Provincial Party Committee's Internal Affairs Committee said that the demand for labor from enterprises is high, while the number of unemployed workers is also high. The connection between enterprises and workers is not effective. The price of materials, especially construction sand, is high, and there needs to be a solution to stabilize prices to achieve development goals. The tax on land use conversion is too high, making it difficult for households to access residential land.
Regarding the contents of the draft Resolution, delegate Luc Thi Lien - Deputy Head of the Culture - Social Committee of the Provincial People's Council proposed solutions to improve the quality of mass education, especially in the midland and mountainous areas; need for unity in arranging the working headquarters of new communes; need for more specific instructions in arranging the cultural, sports and communication centers at the district level (old).

Discussing the difficulties in the old Que Phong district, delegate Truong Minh Cuong - Party Secretary, Chairman of the People's Council of Que Phong commune said that currently the backlog in compensation and site clearance for the Hua Na Hydropower project has not been completely resolved. Therefore, he requested the province to work with the investor to unify this content to completely resolve the remaining problems in the coming time.
Issues of concern
Discussing the difficulties and problems of the commune level after more than 1 week of operation, delegate Le Thi Theu - Party Secretary, Chairman of the People's Council of Tien Dong commune said that Tien Dong commune is currently lacking 16 civil servants, while the assigned functions and tasks are many. Therefore, it is recommended that the province review and resolutely mobilize and arrange cadres in communes with excess staff to transfer to communes with shortages.

In addition, delegate Le Thi Theu also said that the information technology infrastructure and machinery and equipment to serve the operation of the commune-level apparatus are still lacking, affecting professional activities. The capacity of many officials is still limited, which also affects general activities. In the coming time, the province needs to speed up the planning adjustment to build a new commune administrative center to better serve the people; at the same time, allocate capital and speed up the construction progress of the Khe Da bridge project in the area.
Also concerned about this issue, delegate Le Van Ngoc - Party Secretary, Chairman of Tan Ky Commune People's Council suggested that the province pay attention to training and providing professional expertise to grassroots officials, especially officials performing tasks according to decentralization from district to commune; have plans to invest in upgrading public administrative service centers at commune level; and need to establish an interactive system between commune and province.

Delegate Le Van Ngoc also proposed to establish and re-evaluate the interaction system between people and the government to facilitate both sides; it is necessary to increase the rate of revenue regulation for communes with difficulties to create motivation and momentum for communes in building new rural areas; pay attention to the orientation of arranging villages and hamlets associated with arranging the team of non-professional workers.
Delegate Truong Minh Cuong also said that in Que Phong district (old), when implementing the 2-level government model, people who need to convert land will find it very difficult to measure land, affecting people's rights. Therefore, there needs to be a common solution to overcome this situation.

At the group discussion session, comrades who are Party Secretaries and Chairmen of People's Councils of new communes and wards also expressed concerns and pointed out the difficulties, obstacles and shortcomings encountered when implementing the 2-level local government model.
That is, the software management system is not connected to each other, affecting leadership, direction and operation activities; in Muong Long commune, there is a village without phone signal, causing difficulties for officials and people; there is a shortage of 30 teachers of all levels, of which 17 are teachers in the classroom; the working headquarters and public housing for officials in remote communes are still lacking...

At the group discussion session, directors of departments and branches: Department of Home Affairs, Department of Agriculture and Environment discussed, clarified and answered the contents of the Provincial People's Council delegates, guest delegates who are Party Committee Secretaries and People's Council Chairmen of communes.
Director of the Department of Home Affairs Nguyen Viet Hung said that in the coming time, the province will review the staff at the commune level to arrange them appropriately, avoiding the situation of surplus in some places and shortage in others. In the coming time, the province will also organize training on professional qualifications for the staff at the commune level.

Discussing and providing more information on measures to solve the problems raised by the Provincial People's Council delegates and commune leaders, Vice Chairman of the Provincial People's Committee Hoang Phu Hien affirmed that from now until the end of the year, the Provincial People's Committee will review and rearrange facilities, headquarters, and means to invest in construction and supplement in order of priority, especially in mountainous communes, remote and isolated areas; at the same time, gradually overcome difficulties and obstacles in the process of implementing the 2-level local government model.
