National Assembly delegates from Nghe An province proposed that the Government consider increasing the benefits for village and residential group officials.
(Baonghean.vn) - On the morning of October 22, continuing the 4th Session of the 15th National Assembly, the National Assembly delegation of Nghe An province discussed in group 16 with the National Assembly delegations of Phu Yen and Tay Ninh provinces.

Delegates focused on discussing the results of the implementation of the 2022 socio-economic development plan; the expected socio-economic development plan for 2023; the implementation of the state budget in 2022, the state budget estimate, the state budget public investment plan, the central budget allocation plan for 2023; and the summary of the implementation of Resolution No. 54/2017/QH14 on piloting special mechanisms and policies for the development of Ho Chi Minh City.

Accordingly, the delegates acknowledged the socio-economic results achieved by the whole country since the beginning of 2022, and at the same time exchanged and raised opinions on many fields. Delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province agreed with the Government's report on prioritizing the concentration of capital sources to address the consequences of the recent epidemic, natural disasters and floods.
However, given the recent continuous flooding in the Central region, especially the difficulties faced by hundreds of households in Ky Son district due to flash floods in early October, the female delegate of Nghe An Delegation requested that the Government pay special attention to finding long-term solutions for the people.
Looking at the entire Central region, delegates said that there needs to be a synchronous solution to study natural disaster risks, from which more radical solutions can be found; as well as paying more attention to search and rescue work.

Mr. Tran Nhat Minh - full-time National Assembly member of Nghe An Delegation requested the Government to direct ministries and branches to coordinate in resolving petitions, especially legitimate petitions, including those from voters in the Ban Ve hydropower area who have petitioned since the 14th National Assembly but have not yet been resolved.
On the other hand, Standing Member of the National Assembly's Law Committee Hoang Minh Hieu - delegate of Nghe An Delegation said that, in addition to considering salary increases for officials, civil servants and public employees, it is also necessary to study and supplement the regime for village and residential group officials.

Currently, according to Decree 34, the support regime for this subject is still low, an average of 1.5 million VND/month. If holding a concurrent position, it is higher but still not commensurate, especially in the context of increased workload due to the implementation of many policies and guidelines on the grassroots level, especially when the Law on Implementing Democracy at the Grassroots Level is passed and put into practice; as well as the recent merger of villages and residential groups has led to many village and residential group officials quitting their jobs.
On that basis, Mr. Hoang Minh Hieu suggested that the Government should direct an investigation into the current situation, as well as re-study Decree No. 34 to increase the spending level for village and residential group officials. On the other hand, in the long term, our country needs to research to build a more effective operating model in villages and residential groups.

Major General Tran Duc Thuan - Standing member of the National Assembly's Committee on National Defense and Security, delegate of Nghe An delegation, suggested that the Government should clarify the roles and responsibilities of the leading officials of the agencies in implementing public investment projects to speed up the disbursement progress.
In particular, regarding the 3 National Target Programs for the period 2021 - 2025 (New rural construction; Socio-economic development in ethnic minority and mountainous areas; Sustainable poverty reduction), Major General Thuan said that the implementation is still slow, while these are very humane programs of the Party and State to the people, especially the disadvantaged people.

Major General Tran Duc Thuan also noted that the Government needs to strengthen its direction, and local authorities need to strengthen inspection and supervision to ensure capital efficiency and prevent negative incidents from occurring when implementing the three national target programs.
"Whatever we can do according to the motto 'people know, people discuss, people do, people check, people supervise, people benefit' must be encouraged because it is very close to the people," he suggested a solution, and at the same time expressed the view that cases of loss need to be strictly handled.
Also at the group discussion session, the National Assembly Deputies of Nghe An also enthusiastically discussed many other contents, such as financial and budgetary work related to the construction of the State budget revenue estimate for 2023; Resolution No. 54/2017/QH14 on piloting special mechanisms and policies for the development of Ho Chi Minh City, teaching foreign languages in schools, etc.
