National Assembly delegates from Nghe An province proposed a number of solutions for the National Target Program on drug prevention and control.

On the afternoon of November 13, the National Assembly discussed in the hall the investment policy of the National Target Program on Drug Prevention and Control until 2030.

Speaking at the discussion, Ms. Hoang Thi Thu Hien - Permanent Vice President of the Provincial Women's Union, National Assembly delegate of Nghe An delegation expressed her agreement and expectation that the implementation of this National Target Program will create positive changes in drug prevention and control work.

The delegate of Nghe An delegation also requested the drafting agency to continue researching, supplementing capital sources, and adding appropriate equipment procurement items so that the specialized force for drug crime prevention and control of the Border Guard can be equipped with weapons, support tools, and modern technical means as set out in the objectives.

According to the delegate's assessment, with a long border and complex terrain, the pressure of drug smuggling across the border is very high. Drug criminals are equipped with modern weapons, use high technology, and have sophisticated and very aggressive methods.

Meanwhile, the report submitted to the National Assembly shows that the system of equipment and technical means of the specialized force for drug prevention and control of the Border Guard is basically old, outdated, degraded, and lacking in uniformity.

However, according to the delegate, the design of the Program for the procurement of technical and professional equipment for the specialized force in drug prevention and control of the Border Guard is mainly very rudimentary, and the allocated capital is also very modest.

Along with that, delegate Hoang Thi Thu Hien proposed a number of solutions to reduce the demand for drugs. In particular, she suggested that the drafting agency research and consider adding indicators for managing drug addicts and illegal drug users to this National Target Program.

In fact, in the period 2021 - 2025, according to the assessment, the work of reviewing and counting drug addicts and illegal drug users is not regular, the number of new managers only reached 65% compared to the target of 80%.

Meanwhile, if not managed, these subjects will increase the demand for drugs, complicate the crime situation, drug abuse and other types of crimes.

At the same time, delegate Hoang Thi Thu Hien suggested that the program should focus on propaganda for the people and should develop specific targets, because doing a good job of propaganda to raise awareness and skills in drug prevention and control for the people is one of the solutions to reduce drug demand from within.

Along with that, the program also needs to emphasize solutions to promote the role of the entire political system, including the Fatherland Front and socio-political organizations in propaganda and mobilization work for union members, association members, and people, especially for workers in the informal sector, workers at bus stations, wharves, markets, and freelancers...

Also in the working program on the afternoon of November 13, the National Assembly voted to pass the Resolution on the plan to allocate the central budget in 2025; listened to the presentation, report and discussed in groups on the draft Resolution of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations and judgments in Ho Chi Minh City, Da Nang City and Khanh Hoa Province.
