National Assembly delegates from Nghe An discuss the proposal to allow the Land Law, Housing Law, and Real Estate Business Law to take effect from August 1, 2024.

On the morning of June 20, in the 7th Session Agenda, the 15th National Assembly discussed in groups the draft Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15, and the Law on Credit Institutions No. 32/2024/QH15.

The National Assembly Delegation of Nghe An province discussed in Group 3 with the National Assembly Delegations of Bac Kan and Quang Ngai provinces. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of the province chaired and directed the discussion.

According to the Government's Proposal, the promulgation of the Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15, the Law on Credit Institutions No. 32/2024/QH15 aims to allow the Land Law, Housing Law, and Real Estate Business Law to take effect from August 1, 2024, instead of January 1, 2025. Particularly, Clause 10, Article 255 and Clause 4, Article 260 of the Land Law are proposed to take effect from January 1, 2025.

The aim is to put the innovative contents of the Land Law, Housing Law, and Real Estate Business Law into practice, promptly overcome the existing limitations of current laws; at the same time, unblock land resources, improve the real estate market, create new momentum for the country's development and implement social security policies.

At the same time, improve the effectiveness and efficiency of management; create conditions for businesses and people to soon access innovative policies in a beneficial direction such as social housing policies, production land policies for ethnic minorities, rights of people whose land is recovered, and simplify administrative procedures.

At the discussion session of Group 3, delegate Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Nghe An province expressed concern that the decrees and circulars guiding the implementation of the above laws are not complete; as well as the propaganda, dissemination and dissemination work is also unclear. Meanwhile, the reality is that these laws are very difficult, have many new points, and even the staff needs some time to study.

Therefore, delegate Thai Thi An Chung proposed to keep the effective date of the above laws as January 1, 2025 to have more time to carefully prepare guiding documents to propagate and thoroughly understand the new points of the law.

Through studying the Government's Proposal, Mr. Tran Nhat Minh - full-time National Assembly member of Nghe An delegation said that the content has not yet mentioned the impact, urgency and necessity of adjusting the effective date of the above laws from August 1, 2024; has not yet given the direct impacts on socio-economic development.

At the same time, the delegate from Nghe An also said that he was very concerned about how these four laws would impact local law enforcement if they were to come into effect 5 months earlier, when it was unclear how localities had issued documents guiding their implementation according to their authority; while the time from now until the proposed effective date of August 1, 2024 is only about 1.5 months.

Therefore, delegate Tran Nhat Minh agreed with the proposal of the National Assembly's Economic Committee in the inspection report that it is necessary to consider the difficulties and obstacles to decide whether or not to approve the early entry into force of the above four laws.

Major General Tran Duc Thuan - Standing Member of the National Assembly's Committee on National Defense and Security, National Assembly Delegate of Nghe An, expressed his agreement with the above laws taking effect earlier, that is, on August 1, 2024 as proposed by the Government when there are grounds, including to resolve practical problems.

However, the Major General suggested that the Government, ministries, and provincial People's Councils actively implement and promptly issue sub-law documents under their authority so that the law implementation process is smooth and problems are limited.

Earlier, in the early morning, during the working session at Dien Hong Hall, the National Assembly watched a video clip about the Capital Planning; discussed in the Hall about: Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; Project to adjust the overall Hanoi Capital Master Plan to 2045, with a vision to 2065.
