Members of Parliament meet with voters in Dien Chau district.

On the morning of December 4th, in Dien Phuc commune, the delegates to the 15th National Assembly elected in constituency No. 5 held a meeting with voters from Dien Phuc, Dien Thanh communes and Dien Chau town (Dien Chau district) following the 8th session of the 15th National Assembly.

Attending the meeting with voters were: Ms. Nguyen Van Chi - Deputy Chair of the Finance and Budget Committee of the National Assembly; Ms. Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chair of the Vietnam Fatherland Front Committee of Nghe An province. Also present were representatives from the leadership of several departments, agencies and Dien Chau district.

Voters submit petitions regarding policies and regulations.

During the meeting, voters in Dien Chau highly appreciated the National Assembly's activities in recent times, noting its creativity, effective improvements, and flexibility. Voters noted that the 8th session of the 15th National Assembly focused on improving the quality of legal document issuance; many draft laws and important national issues were discussed and passed by the National Assembly; resolutions were institutionalized, Party policies were put into practice, and many other important national issues were resolved.

In addition, voters raised many suggestions and proposals related to a number of areas of concern to voters and the public.

Voter Nguyen Thi Thuong, a staff member of the Dien Thanh Commune Health Station, submitted a petition regarding healthcare policy. She requested that higher authorities develop a plan to supplement and reorganize healthcare personnel at health centers in accordance with Circular 03/TT-BYT; propose that healthcare workers be entitled to seniority pay and increased on-call pay for health station staff; increase allowances and facilitate the issuance of health insurance cards for village and hamlet health workers; and grant special benefits to population officials with medical or pharmaceutical degrees, similar to healthcare workers, at 40%.

Regarding land compensation and clearance for projects in the area, voter Tran Thanh Xuan from Dien Chau town reflected: The project to renovate and upgrade National Highway 7 đoạn passing through Dien Chau district has been underway for nearly 3 years, but land compensation and clearance have not yet been completed. The voter requested that all levels, sectors, and localities expedite the process and definitively resolve land compensation and clearance issues to accelerate the project's construction progress.

Furthermore, voters in Dien Chau district suggested policies for those who have contributed to the revolution; increased allowances for youth union and association officials; and benefits for the elderly. Voters also requested support for teachers who have worked for over 15 years but have had to leave their jobs due to difficult circumstances and are currently not receiving any benefits, especially preschool teachers.

Building public consensus

At the conference, representatives from various departments and agencies, along with leaders of Dien Chau district, received and addressed the suggestions and requests from voters.

Regarding the people's petition for the construction of a cemetery and crematorium in Dien Loi commune, according to Mr. Le Manh Hien, Vice Chairman of the Dien Chau District People's Committee, this project has already been included in the district and provincial planning. Currently, the district is implementing a process of gathering public opinion in accordance with the grassroots democracy regulations.

Clarifying voters' concerns about the compensation policy for the National Highway 7 upgrade project, Vice Chairman of Dien Chau District People's Committee Le Manh Hien stated: The district has organized numerous meetings, dialogues, and awareness campaigns to understand the thoughts, aspirations, and proposals of the people. During the implementation process, the locality has ensured compliance with the procedures, regulations, and laws of the State.

According to Comrade Le Manh Hien, the project to renovate and expand National Highway 7 through Dien Chau district has a total length of 9.303 km (including both sides of the route, the total length is 18.606 km), passing through Dien Chau town and the communes of Dien Thanh, Dien Phuc, Dien Cat, and Minh Chau. To date, 18.012 km out of 18.608 km (96.9%) has been handed over (both left and right sides of the route). There are still 596 meters of road remaining, affecting 3.1% of the total length and involving 31 households along the entire route.

"Upgrading this road is of great importance, contributing to strengthening connectivity, improving operational capacity, ensuring smooth traffic flow on the transport corridor from Nam Can Border Gate connecting Laos to the central coastal provinces, developing the local economy, and ensuring national defense and security in the region. The local authorities hope that the people understand and agree so that the project can be implemented," emphasized the Vice Chairman of the Dien Chau District People's Committee.

Representative Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee - responded to voters' concerns within her authority; and at the same time requested the National Assembly delegation of Nghe An province to compile voters' opinions and propose recommendations to the competent authorities and the National Assembly for resolution.
