The 20th Congress of the Nghe An Provincial Trade Union, for the term 2025-2030, is a significant political event for the province's workers and employees. With the motto "Unity - Democracy - Discipline - Innovation - Development," the Congress will usher in a new and stronger phase of development for the Trade Union organization.

The 20th Congress of the Nghe An Provincial Trade Union, for the term 2025-2030, is a significant political event for the province's workers and employees. With the motto "Unity - Democracy - Discipline - Innovation - Development," the Congress will usher in a new, stronger phase of development for the Trade Union organization. Reporters from Nghe An Newspaper and Radio & Television conducted an interview with Mr. Kha.Van Tam - Member of the Provincial Party Committee, Vice Chairman of the Vietnam Fatherland Front Committeeconscious,The Chairman of the Provincial Labor Union spoke about the outstanding achievements during the past term, as well as the goals and breakthrough solutions for the next five years.


PV:Period 2023 - 2025recently,The Nghe An Trade Union has achieved many outstanding results. Could you summarize those achievements?Especially in the work of representing and protecting the legitimate rights and interests of union members and workers?

Mr. Kha Van Tam:During the 2023-2025 period, trade union activities faced a mix of advantages and disadvantages. The complex developments in the global macroeconomic environment profoundly impacted production and employment. Furthermore, following the plan to streamline the two-tiered government structure, the trade union organization implemented a two-tier system: the Provincial Federation of Labor and grassroots trade unions at the commune, ward, and enterprise levels. This new, streamlined, and efficient system also presented significant challenges. In this context, we transformed challenges into motivation to achieve outstanding results, exceeding many important targets of the 19th Congress Resolution, particularly in the two key tasks of protecting the rights and improving the lives of workers.

The Nghe An Trade Union has affirmed its position through its work in representing and protecting the legitimate rights and interests of its members. A notable achievement is that 484 enterprises with trade union organizations have signed Collective Labor Agreements, reaching a rate of 82%. This is concrete evidence of the effort to bring welfare to workers. Simultaneously, we proactively participated in effectively resolving 15 strikes (a decrease of 4 strikes compared to the previous term), contributing to maintaining a stable business environment for enterprises. In parallel, we also made efforts to coordinate with relevant units to reduce 94 labor accidents compared to the previous term. The Nghe An Trade Union also fulfilled its role as a "protector" by presiding over and participating in 13 labor policy monitoring activities. They assisted in resolving two claims for 23 workers with a total amount exceeding 700 million VND and intervened promptly, demanding that Chau Tien Co., Ltd. compensate 46 workers suffering from occupational diseases... These actions have firmly strengthened the trust of the union members.

Besides the task of protecting workers, the work of caring for their material and spiritual well-being was carried out through meaningful and practical activities, especially during difficult times. The total amount of money spent on welfare through the "Tet Reunion" program reached nearly 99.4 billion VND. The image of 330 workers being welcomed back to their hometowns for Tet on free flights and trains is a symbol of the humane concern of the Trade Union organization. The "Trade Union Meal" model was replicated in 873 grassroots trade unions, bringing direct benefits to 79,707 workers; the "Trade Union Shelter" program supported the construction and repair of 115 houses with a total amount of 4,720 million VND. The "Excellent Worker, Creative Worker" emulation movement was promoted, attracting 42,872 initiatives to participate in the "One Million Initiatives" program, ranking 15th nationwide, with 105 projects awarded the Creative Labor Certificate by the Vietnam General Confederation of Labor.

These results are not just numbers, but also a solid foundation and driving force for the Nghe An Trade Union to confidently enter the new term with the spirit of "Unity - Democracy - Discipline - Innovation - Development".

PV: With the achievements already made, could you please tell us about the important goals and targets that the 20th Congress aims for, in order to bring about a breakthrough in the activities of the Nghe An Provincial Trade Union? in the new phase?

Mr. Kha Van Tam:In the 2025-2030 term, our goal is not just to inherit, but to make breakthroughs so that the Trade Union organization truly grows strong, meeting the requirements of rapid and sustainable development of Nghe An province.

20th Congress of the Nghe An Provincial Trade UnionThe overall objective has been defined as building a strong working class and trade union organizations at all levels; effectively fulfilling functions and tasks in the new situation, focusing on representing and protecting the legitimate rights and interests of union members and workers. In addition, the goal is to build a team of trade union officials who are intelligent, courageous, dedicated, responsible, reputable, and possess good working methods. Simultaneously, focus will be placed on propaganda and mobilization to develop union membership and establish grassroots trade unions; improving the professional skills, industrial work style, and labor discipline of union members and workers; and maintaining close ties between the Party, the State, and the working class and workers.

To concretize this vision, we have set several key strategic targets for the 2025-2030 term, focusing on organizational development and improving operational quality. Specifically, we aim to recruit at least 75,000 new members during the term, bringing the total number of members to a new level. This is a crucial target for expanding the scope of representation and strengthening the power of the working class. In particular, we are committed to achieving the target of 100% of enterprises in industrial zones establishing grassroots trade unions. The quality of Collective Labor Agreements (CLAs) is a measure of the effectiveness of protecting rights and interests. The Nghe An Trade Union has set a goal of having at least 91% of enterprises and units with trade union organizations sign CLAs, with at least 50% of CLAs achieving a grade B or higher.

With the view that trade unions must be at the forefront of the digital age, we will direct and manage the activities of grassroots trade unions through the "Nghe An Trade Union" app, aiming to manage union members and trade union activities on a digital platform…

These targets demonstrate a determination to innovate working methods and focus resources so that the Nghe An Trade Union not only fulfills its tasks but also becomes a strong organization, truly a solid support for workers in the context of deep integration.

PV: To successfully achieve the set goals, especially in the context of Nghe An province accelerating digital transformation and attracting investment, what breakthrough solutions will the Provincial Trade Union focus on to build a strong workforce of workers and employees to meet development requirements?

Mr. Kha Van Tam:We have identified three breakthrough solutions, which will serve as guiding principles for all activities in the new term.

The firstThis involves building a professional team of trade union officials. The focus of this work is to improve the quality of grassroots trade union officials in the non-state sector. We aim to build a team of grassroots trade union chairpersons in enterprises who possess strong trade union skills, dedication, responsibility, and high prestige. This team must be capable representatives who truly understand workers and know how to engage in effective dialogue and negotiation.

Monday,Focusing on dialogue and collective bargaining that benefits union members is the most direct solution to fulfilling the function of protecting rights. We will focus on the most core issues of workers, including: wages, bonuses, working conditions, and working hours. By negotiating specific, superior terms that benefit workers, we ensure that the trade union delivers real value and improves the quality of life for its members.

Tuesday,performdigital transformationThis comprehensive approach to trade union activities aims to modernize operational methods. We prioritize digital transformation in membership management and finance. Specifically, we will innovate the methods and content of our propaganda and education work by utilizing digital technology, connecting with and accessing online resources based on the principles of "Fast," "Concise," but also "Deep" and "Clear," to provide timely information and guidance to a large number of union members.

These solutions are a combination of enhancing the organization's internal capacity (personnel, technology) and focusing on the practical benefits of union members (negotiation, welfare), ensuring that the Nghe An Trade Union will be a pioneering force, meeting the requirements of the digital age and international integration.

PV: Taking care of the material and spiritual well-being of union members and workers is always a top priority. Could you share more specific details about the key programs and activities that the Trade Union will implement to improve welfare, especially in industrial zones and non-state enterprises?

Mr. Kha Van Tam:Caring for the material and spiritual well-being of union members and workers has always been a heartfelt imperative and a top priority for the trade union organization. To improve welfare, especially in industrial zones and non-state enterprises, Nghe An province has identified key programs that will be implemented in a way that emphasizes depth and sustainability.

We will focus on two major programs, combining practical benefits and infrastructure welfare. Specifically, we will continue to effectively implement Resolution No. 07/NQ-BCH on "Focusing resources on welfare for union members and workers in the new situation." This means that welfare activities will be maintained and innovated in a practical and effective way, closely aligned with the actual needs of workers. Welfare will not only stop at giving gifts, but must include specific services, incentives, and support regarding housing, education, and healthcare, negotiated within collective bargaining agreements.

Simultaneously, we will complete the construction of the Trade Union Institution. This is a groundbreaking task in terms of welfare infrastructure. We are committed to continuing our cooperation to complete the construction of the Trade Union Institution in the North Vinh Industrial Park. When operational, this institution will provide social housing, kindergartens, and cultural and sports facilities at reasonable costs, addressing the most basic needs for housing and culture for workers, especially those in industrial parks and non-state enterprises.

These benefits will be improved through two fundamental solutions: negotiation and digitalization. This means promoting breakthroughs in dialogue and collective bargaining; focusing on providing benefits in terms of wages, bonuses, working conditions, and hours. Simultaneously, it involves directing, managing, and providing welfare information to workers through the "Nghe An Trade Union" app. This digital platform is not only a management tool but also a direct channel for union members to quickly access welfare programs and incentives from the Trade Union and its partners. These innovations will certainly ensure benefits from within the enterprise through negotiation, while building a social welfare system through institutions, thereby improving the quality of life for workers in the province in a substantial and long-term way.

PV: In the overall development picture of Nghe An province, how do you view the role and contributions of the Trade Union organization and the workforce in implementing the policies?nWhat were the major resolutions of the Provincial Party Committee?

Mr. Kha Van Tam:The role of trade unions and the workforce plays a crucial part in the overall development of Nghe An province. We view this role from two perspectives, closely linked to the major resolutions of the Provincial Party Committee.

Under the leadership of the Trade Union, the workforce is the leading force in realizing the province's socio-economic goals. All workers and employees throughout the province, with their glorious revolutionary tradition, are demonstrating determination, dynamism, flexibility, and creativity, from improving productivity and quality to actively participating in emulation movements… By promoting initiatives and technical improvements, the workforce directly enhances the productivity and quality of products and services. This is the most practical contribution to the competitiveness of the province's economy.

In the context of Nghe An province's accelerated industrialization, modernization, and international integration, the Trade Union has the responsibility to build a stronger organization, creating a robust development. This growth should not only be in the number of members but also in the quality of the workforce, meeting the requirements of the province's large-scale investment projects. When the Trade Union effectively performs its function of representing and protecting the rights and interests of workers (such as in collective bargaining agreements and strike resolution), we will maintain stability in enterprises, create a healthy investment environment, and thereby promote sustainable economic growth for the province.

The overall objective of the 20th Congress of the Vietnam Trade Union was clearly stated: To contribute to building a rapidly and sustainably developing Nghe An. We are committed to continuing to uphold the glorious revolutionary traditions of the workers of Truong Thi - Ben Thuy, transforming the objectives of the Congress into concrete actions to work together with the Party Committee, the government, and the people to build a more prosperous, beautiful, and civilized Nghe An homeland.
