The 1st Congress of Quang Ngai Provincial Party Committee, term 2025-2030

Comrade Nguyen Hoa Binh - Politburo member, Secretary of the Party Central Committee, Permanent Deputy Prime Minister attended and directed the congress.

Also attending were members of the Party Central Committee, leaders of Central Committees, ministries and branches; leaders of provinces and cities, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Heroes of Labor, and 450 official delegates, representing more than 91,700 Party members in the entire Party Committee.

On the side of Nghe An province, there was comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council attending the congress.

Creating a new position for the province

Quang Ngai is the first locality in the country to organize the Provincial Party Congress for the new term.

This congress focuses on deeply reviewing the leadership work for the 2020-2025 term, discussing directions, goals and solutions for the 2025-2030 period.

The Congress affirmed its determination to build a clean and strong Party organization in all aspects, promote revolutionary traditions, promote innovation, digital transformation, and ensure national defense and security. By 2030, Quang Ngai will strive to become a fairly developed province, a dynamic growth pole of the Central Highlands region.

Speaking at the opening of the congress, Comrade Bui Thi Quynh Van - Member of the Party Central Committee, Secretary of the Quang Ngai Provincial Party Committee highlighted the achievements in the past term such as: Building the Party and the political system; focusing on directing the successful implementation of the Resolutions of the Central Committee and the Provincial Party Committee; successfully completing the tasks of reorganizing the organization and apparatus, building a contingent of cadres, building strong grassroots Party organizations; having many new models, good and effective practices in Party building work.

In the socio-economic field, basic targets have been completed and exceeded, with an average gross regional domestic product (GRDP) growth rate of 7.3% per year, ranking 10th out of 34 provinces and cities.

The economic structure has shifted positively towards industry and services; infrastructure has been fundamentally upgraded, increasingly meeting development needs. State budget revenue always exceeds the average estimate by 14%; the highest increase in the year reached 34.7%, reaching over 165,000 billion VND in 5 years.

Culture and society have many progressive changes; national defense and security have been strengthened; social order and safety have been maintained...

Emphasizing the aspiration to rise up in the new era, comrade Bui Thi Quynh Van said that Quang Ngai province needs to surpass itself and develop together with the country. Based on the situation, characteristics, and context of the country and the reality of the province, the Quang Ngai Provincial Party Committee has proposed the orientation for building and developing, creating a new position for the province in the next 5 years, and submitted it to the Congress.

At the 1st Quang Ngai Provincial Party Congress, delegates focused on working for 2 official days, successfully completing 2 key contents, specifically: Summarizing and evaluating, highlighting achievements and results achieved in the past term, and at the same time pointing out limitations to draw lessons in leadership and management.

At the same time, contribute opinions to complete the documents of the 1st Provincial Party Congress, clarify the results and orientation for the development of Quang Ngai province in the coming time.

Maximize potential and advantages

Speaking at the congress, on behalf of the Party and State leaders, Permanent Deputy Prime Minister Nguyen Hoa Binh warmly commended and congratulated the achievements that the Party Committee, government and people of all ethnic groups in Quang Ngai province have achieved in the past term.

According to the Permanent Deputy Prime Minister, in addition to the achievements, we have also frankly acknowledged the shortcomings and limitations mentioned in the Political Report. Economic growth has not reached the set target; infrastructure, especially connecting infrastructure, is still inadequate; tourism has not developed commensurate with its potential; poverty reduction in some places is not truly sustainable.

The Permanent Deputy Prime Minister requested the Quang Ngai Provincial Party Committee to focus on in-depth discussions and careful analysis of the causes, especially subjective causes, in order to propose drastic and effective solutions.

Deputy Prime Minister Nguyen Hoa Binh emphasized: The merger of Quang Ngai and Kon Tum provinces has created a larger and more potential administrative space. This is not only a change in boundaries, but also a strategic turning point, opening up a new development space, combining the potential and advantages between the dynamic coastal region and the majestic and unique Central Highlands.

The Politburo and the Secretariat agreed with the goals, tasks and solutions identified in the Political Report. To realize the aspiration of building Quang Ngai into a fairly developed province, an important growth pole of the Central Highlands region, the Permanent Deputy Prime Minister emphasized and suggested some additional contents for the congress to study and discuss.

First of all, the Quang Ngai Provincial Party Committee must consider building a clean and strong Party Committee and political system as the key task of the key; especially focus on building a team of cadres equal to the task.

Along with that, focus on leadership and direction so that the two-level local government model operates smoothly and effectively. The revolution in organizational structure has put the commune level in a completely new position, as the level of government directly managing, operating, and developing the socio-economy in the commune, as the level of government close to the people, directly solving all the people's problems.

Quang Ngai Provincial Party Committee needs to fully exploit its potential and advantages, creating economic breakthroughs with the goal of double-digit growth.

In addition, we must always care for and improve people's lives. Economic development must go hand in hand with social progress and equity. We must well implement social security policies, sustainable poverty reduction, pay special attention to remote areas, ethnic minority areas, and leave no one behind.

The Party Committee needs to create breakthroughs in administrative reform and improve the investment and business environment, considering this an urgent and important task.

At this congress, the Organizing Committee announced the Politburo's and the Secretariat's Decision to appoint the Provincial Party Executive Committee, the Standing Committee, the Secretary, Deputy Secretary, the Inspection Committee, the Chairman and Deputy Chairman of the Inspection Committee of the Provincial Party Committee for the first term, 2025-2030, and reported to the Congress on the delegation of the Quang Ngai Provincial Party Committee to attend the 14th National Congress of the Party.
