(Baonghean.vn) - On the morning of August 5, in Vinh City, the Provincial Party Committee solemnly opened the 19th Congress of Delegates, term 2015 - 2020.
Attending and directing the congress were comrades: Ho Duc Phoc - Secretary of the Provincial Party Committee, Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, comrades in the Provincial Party Committee Standing Committee, leaders of the Provincial People's Council - Provincial People's Committee, and the Provincial National Assembly delegation. 239 party members from 57 grassroots party organizations, representing nearly 4,400 party members in the entire Party Committee attended the congress.

Notable examples include: Investment attraction mechanisms, policies for developing key economic zones and key economic spearheads; developing transport infrastructure, irrigation, trade, information, telecommunications, industrial park and urban infrastructure; agricultural development, new rural construction, attracting and training high-quality human resources... Especially consulting and evaluating 10 years of implementing Conclusion No. 20, dated June 2, 2003 of the Politburo on Nghe An, on that basis, proposing the Politburo to issue Resolution No. 26 on the direction and tasks of developing Nghe An province until 2020.

The Party Committee of the Bloc has led agencies and units to continue promoting administrative reform, focusing on reforming administrative procedures, improving working style and methods, improving service quality for people, organizations and enterprises; rectifying labor contracts in agencies and units; strictly implementing Directive No. 17-CT/TU dated December 3, 2013 of the Provincial Party Committee Standing Committee on strengthening discipline and administrative discipline in agencies and units in the province.

The Party Committee also regularly takes care of political and ideological education for cadres and party members, building a united bloc in each party organization and in the entire Party Committee. Develop and effectively implement Resolution No. 01-NQ/DU of the Party Executive Committee of the Provincial Agencies on Improving the leadership capacity, fighting strength of the Party's grassroots organizations and the quality of cadres and party members. It has led agencies and units to actively and voluntarily implement assistance to especially disadvantaged mountainous communes with practical and effective content, contributing to stabilizing and improving people's lives, especially the poor in remote and isolated areas.

In addition to the results achieved, the political report also pointed out that there were still some shortcomings and limitations in the past term: The leadership in implementing political tasks in some grassroots party organizations was still limited; leadership in advising, directing and implementing some targets did not meet the set plan (4/24 socio-economic targets did not meet the Resolution's targets); the development of some programs and projects was still slow. Although there was progress in administrative reform, it still did not meet the requirements. The leadership capacity and fighting strength of some party committees and organizations were still limited. The management of cadres and party members at some bases was not strict, and the procedures for cadre work were not fully implemented. The quality and effectiveness of inspection and supervision work in some places were still limited...

Regarding the tasks in the next term, the Provincial Party Secretary emphasized: The Party Committee needs to continue to promote its core leadership role in implementing political tasks, improving the quality of consulting, management, direction, operation and organization of the implementation of policies and guidelines of the Central Government and the Province. At the same time, the leadership should promote administrative reform, prevent corruption and waste; strongly improve the investment environment; streamline the payroll, and build a team of cadres and civil servants.
