This is the term in which the Party Committee of the Department has led and directed the Province to issue many important documents to promote the development of science, technology, innovation and digital transformation.

The Department has implemented 148 provincial-level projects and topics, 11 national-level projects, and 106 science and technology application models, focusing on agriculture, medicine, information technology, and the environment, with many effective practical application results. Supported 9 technology innovation enterprises with a budget of 5.82 billion VND, built 15 science and technology enterprises and 5 high-tech agricultural enterprises.

Intellectual property work has been promoted, with 4,468 records and 2,308 protected subjects, contributing to protecting the brand of the province's products. The creative startup ecosystem has developed strongly, honored by VCCI in 2022. Digital infrastructure has developed strongly, 4G covers 98% of the population; 5G covers the entire Vinh city; fiber optic cable covers 97% of villages and hamlets; 10 shared digital platform systems are basically completed; The proportion of digital economy contributing to GRDP will reach 9.05% in 2024, ranking 15th nationwide, first in the North Central region.

During the 2020-2025 term, the Party Committee of the Department of Science and Technology completed and exceeded 13/16 targets, the Party Cell of the Department of Information and Communications completed and exceeded 17/24 targets. The Party Committee of the Department of Science and Technology of Nghe An has also achieved many outstanding achievements in implementing key tasks and breakthroughs. Digital transformation work has been promoted synchronously on all 3 pillars: Digital Government achieved 11/11 targets of Resolution 09-NQ/TU; Digital Economy achieved 4/6 targets; Digital Society achieved 2/3 targets.

The Party Committee has effectively advised on practical science and technology programs and projects, innovated management, streamlined staff according to Resolution 18-NQ/TW and created breakthroughs in applied research, intellectual property, and creative startups. These results affirm the role of creative leadership, contributing to bringing Nghe An closer to the goal of becoming the science and technology center of the North Central region in the 2025-2030 term.

Entering the 2025-2030 term, the Department's Party Committee has identified three breakthroughs: Building a team of professional and creative staff; Researching and advising on the development of specific mechanisms and policies; Promoting the development of digital technology infrastructure and comprehensive digital transformation with specific goals on expertise and Party work. The Party Committee also sets out tasks and comprehensive leadership solutions to realize the set goals.

Promote digital transformation application

Speaking at the Congress, Comrade Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee praised the outstanding achievements of the Department of Science and Technology in the 2020-2025 term, especially in innovation and building an innovative startup ecosystem. At the same time, he pointed out the limitations that need to be overcome, especially the targets that have not been achieved.

He directed the Department of Science and Technology to be the pioneer in implementing Resolution No. 57-NQ/TW, creating breakthroughs in thinking and perception, promoting the application of digital transformation and advanced technology, building specific mechanisms and strengthening connections between scientists to promote innovation.

Regarding Party building work, it is necessary to maintain the building of a clean and strong Party organization, focus on developing a team of quality cadres, and contribute to promoting sustainable local development.

At the Congress, the representative of the Provincial Party Committee announced the Decisions of the Standing Committee of the Provincial Party Committee on appointing personnel for the Party Executive Committee and the Party Inspection Committee for the 2025-2030 term.

Accordingly, the Party Executive Committee of the Nghe An Department of Science and Technology for the 2025-2030 term has 8 members; the Standing Committee of the Party Committee of the Department of Science and Technology for the 2025-2030 term has 3 members. Comrade Nguyen Quy Linh - Party Secretary, Director of the Department continues to hold the position of Party Secretary for the 2025-2030 term.

The Congress adopted the Resolution for the 2025-2030 term, affirming the motto "Science, technology, innovation, digital transformation - Driving force for sustainable development". The Resolution emphasized the building of a clean and strong Party organization, improving the leadership capacity and fighting strength of the Party organization, and at the same time, promoting the role of cadres and Party members in advising and organizing the implementation of political tasks set out by the Congress./.
