Congress of the Party Committee of the Office of the People's Committee of Nghe An province for the 2025-2030 term

Attending the Congress were members of the Provincial Party Committee: Hoang Phu Hien - Vice Chairman of the Provincial People's Committee; Phung Thanh Vinh - Vice Chairman of the Provincial People's Committee; Dang Thanh Tung - Secretary of the Party Committee, Chief of the Provincial People's Committee Office. Also attending were leaders of the Party Building Committees of the Provincial People's Committee Party Committee, and all cadres and party members of the Provincial People's Committee Office Party Committee.

The Provincial People's Committee Office Party Committee consists of 10 affiliated Party cells, with a total of 97 official Party members. With the motto: "Discipline - Creativity - Quality - Efficiency", the Congress has the theme "Solidarity, innovation, discipline, responsibility, improving the quality of consulting and serving, meeting the requirements of political tasks, contributing to bringing Nghe An firmly into the new era".

Complete the tasks and targets of the Congress Resolution

During the 2020-2025 term, the Party Committee of the Provincial People's Committee Office has performed well in leading and directing the Party Committees of the Party cells to organize and well implement the set political tasks. The Party Committees of the Party cells have closely followed the resolutions, work programs and plans of the Party Committee to proactively advise and propose to the leaders of the Provincial People's Committee Office to well implement the work of advising and synthesizing, serving the direction and administration of the Provincial People's Committee, effectively leading the Provincial People's Committee, ensuring quality; contributing to promoting the province's socio-economic development to continue to change positively, achieving quite comprehensive results in most areas.

Coordination with departments, branches, sectors and localities to advise on the development and implementation of mechanisms, policies, programs and projects for socio-economic development has been increasingly improved; in which, focusing on deploying tasks, solutions, and organizing the implementation of Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; the National Assembly issued resolutions on piloting a number of specific mechanisms and policies for the development of Nghe An province; the Prime Minister approved the Planning of Nghe An province for the period 2021-2030, with a vision to 2050; directed propaganda to effectively implement the election of the National Assembly and Provincial People's Council for the term 2021-2026...

The highlight of the term is that the leaders, cadres and party members inspect, monitor and urge the implementation of directive documents, work assignments of the Provincial People's Committee, notices of conclusions of the Chairman and Vice Chairmen of the Provincial People's Committee at working meetings with all levels and sectors; periodically summarize weekly reports on the results of document processing by cadres and party members, contributing to improving the quality of advisory work. Perform well the work of serving the meetings of the Provincial People's Committee, meetings, working sessions, internal and external affairs of the leaders of the Provincial People's Committee.

Identifying administrative reform and digital transformation as a key and important political task, the Party Committee always pays attention to leading and directing Party committees at all levels to thoroughly grasp and organize the implementation of Decisions and Directives of superiors; promote the application of information technology in directing, operating and implementing digital signature of documents, enhancing publicity, transparency and promoting the responsibility of leaders in administrative procedure reform to improve the quality of service to people and businesses.

The administrative work has been innovated in the direction of clearly defining people, tasks, and responsibilities associated with the roles of heads of departments, offices, and units; decentralization and delegation of authority have been strengthened. For 3 consecutive years (2022, 2023, 2024), the Provincial People's Committee Office has always been ranked 2nd in administrative reform among the departments, offices, and branches of the province.

In addition, the Party Committee has directed Party cells and Party members to advise the Provincial People's Committee on documents directing the implementation of many solutions to increase the digitalization rate of online public services. The Provincial Public Administration Service Center has performed well in serving people and businesses. The electronic information portal has managed information systems to serve administrative reform and digital transformation in accordance with regulations.

The arrangement and streamlining of the apparatus organization has been implemented synchronously, drastically, effectively, closely following the directions, orientations, and requirements of the Central Government and the province. The work of training and fostering to improve the quality of the contingent of cadres and party members has always been focused on; discipline and administrative discipline have been strengthened; the spirit of serving the people and businesses of the contingent of cadres and party members has always been focused on and promoted. Implementing democratic regulations well; organizing dialogues, receiving citizens, publicly and transparently disclosing information on management and operation activities, and work plans. Maintaining internal stability, doing a good job of protecting state secrets; not allowing internal political violations to occur.

The Party Committee has organized the study of the Party's Resolutions and Directives seriously and fully. Propaganda and fight against distorted arguments; protect the Party's ideological foundation. Effectively implement planning, training and fostering of cadres; improve the quality of Party cell activities. Party member development work has been focused on (8 new Party members have been admitted). Annual inspections and supervisions have been fully and seriously carried out... For many years, the Party Committee of the Provincial People's Committee Office has been classified as having excellently completed its typical tasks. From 2022-2024, the Provincial People's Committee Office was classified as "Excellently completing its tasks".

The 2025-2030 term is a term associated with many important breakthrough events of the country and Nghe An province. The Party Committee of the Provincial People's Committee Office sets the goal: "Continue to improve the leadership capacity and fighting strength of the Party organization; build a team of dedicated, honest, professional cadres and Party members with aspirations and determination to rise up; promote administrative reform, innovation, digital transformation, science and technology development; successfully implement the goals and tasks set out in the Resolution of the 20th Provincial Party Congress; affirm the position and role of the Party Committee in the political system, making an important contribution to making Nghe An a well-off province in the country by 2030".

Focus on 3 breakthroughs and 5 main task groups

Highly agreeing with the content of the documents presented at the Congress, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh acknowledged and highly appreciated the careful preparation work of the Party Executive Committee of the Provincial People's Committee Office for the 2020-2025 term, from the quality of political reports, review reports, to the organization and operation of the Congress. The Congress took place in a solemn and urgent atmosphere, with the spirit of solidarity, democracy and high responsibility of the Party members, demonstrating high determination in the construction and development of the Provincial People's Committee Office Party Committee.

In addition to the achievements, the Congress also frankly acknowledged the limitations and shortcomings, some of which were pointed out in the Political Report. The Vice Chairman of the Provincial People's Committee requested the Congress to continue to analyze the causes in more depth, especially the subjective causes, in order to find solutions to thoroughly overcome them in the next term.

To successfully implement the set goals for the 2025-2030 term, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh proposed that the Congress discuss and agree on solutions focusing on 3 breakthroughs and 5 main groups of tasks.

Specifically, the three breakthroughs are: Breakthrough in consulting, synthesizing and serving, considering this as the core task. It is necessary to strongly shift from consulting on demand, passively to proactively researching, forecasting and proposing. It is necessary to build a scientific working process, with clear people, clear work, clear responsibilities and clear progress.

Breakthrough in comprehensive digital transformation of internal operations; digital transformation must be substantial, thorough, and become a working culture. Strive to successfully build a "Paperless Office", handling 100% of work in the online environment. Each cadre and party member must be a "digital civil servant", proficient in digital skills to improve productivity and work efficiency.

Breakthrough in improving working methods and tightening discipline; must build a professional, decisive and effective working style. Resolutely eliminate stagnation, bureaucracy and shirking of responsibility; take the satisfaction of people and businesses and the effectiveness of the Provincial People's Committee's direction and administration as the highest measure for all activities.

Effectively carry out 5 main groups of tasks including: Continue to identify the work of building and rectifying the Party and the political system as a key task. In the coming term, the Party Committee must pay special attention, allocate resources and appropriate leadership to the work of building the Party in all 3 aspects: Politics, ideology and organization. Build a truly united and unified collective on the basis of close coordination and information sharing. Strengthen inspection and supervision work within the Party. Closely combine the Party's inspection work with the government's inspection and supervision of mass organizations to create a combined strength. Do a good job of personnel work; focus on planning, training, fostering, and rotation to build a team of "both red and professional" cadres with aspirations to contribute; in particular, pay attention to discovering and training young and female cadres, creating a long-term source of cadres for the province.

Leaders and directors pay attention to taking good care of the material and spiritual life of cadres, civil servants, public employees and workers, building a healthy and professional office cultural environment.

With the tradition of solidarity, high sense of responsibility and achievements in the past time, the Vice Chairman of the Provincial People's Committee believes that the Party Committee of the Provincial People's Committee Office will continue to move forward, successfully completing the goals and tasks set out in the Resolution of this Congress, actively contributing to the rapid and sustainable development of Nghe An province in the new period.

According to the Decision of the Standing Committee of the Provincial People's Committee Party Committee, the Executive Committee of the Provincial People's Committee Office Party Committee for the 2025-2030 term consists of 9 comrades, comrade Dang Thanh Tung - Chief of the Provincial People's Committee Office was appointed to continue holding the position of Secretary of the Provincial People's Committee Office Party Committee for the 2025-2030 term.
