Kim Lien Commune Party Congress (Nam Dan): Striving to achieve a model new rural commune

(Baonghean) - In the past term, economic development was one of the tasks that the Party Committee and government of Kim Lien commune (Nam Dan) paid great attention to. The commune focused on shifting the economic structure towards commodities, promoting intensive farming, building large-scale fields, joint ventures, and partnerships with enterprises, increasing production value per unit area.

Up to now, the whole commune has completed the work of "Land consolidation and plot exchange, land conversion" according to Directive 08 of the Provincial Party Committee, creating favorable conditions for projects such as "Building high-income fields; Building large-scale fields" ... to be effectively implemented. The application of science and technology in production has been increasingly expanded; up to now, 100% of agricultural land area has a value of 50 million VND or more/ha/year, of which 200 hectares of agricultural land have a production value of over 70 million VND/ha/year. Livestock has developed in the direction of commodity production, diversifying livestock and poultry in the form of semi-industrial and household farming; strongly developing fish farming with an area of ​​189 hectares; in terms of farm economy, up to now, the whole commune has nearly 33 small and medium-sized models with high efficiency.

Kim Lien also promotes the development of small-scale industries and construction such as agricultural and forestry processing, carpentry, sawing, welding. Services and trade have developed rapidly and diversified to meet the needs of production, life and tourists visiting Uncle Ho's hometown. The commune also focuses on implementing the project "labor export, job creation", currently the commune has nearly 250 people working abroad, bringing in a large income every year... The average annual economic growth rate during the term is 11.7%; average income per capita has continuously increased (estimated at 26 million VND/person in 2015); the poverty rate has decreased from 8% in 2010 to 2.84% now.

Implementing the national target program for new rural construction with the motto of strongly promoting the internal strength of the people and taking advantage of external resources, in the past 5 years, Kim Lien has focused on mobilizing the contributions of tens of thousands of working days and hundreds of billions of VND from the people, children in the commune, businesses, and philanthropists to build synchronous, spacious, and sustainable investments with a total mobilized capital of over 300 billion VND; in which the people of the whole commune have donated over 35.2 hectares of land with a value of over 50 billion VND and contributed tens of thousands of working days. Since then, Kim Lien has reached the first new rural finish line of the district.

Economic development and investment in infrastructure construction are the premise for Kim Lien to build a cultural life. The rate of cultural families annually reaches 84.5%; 21/25 hamlets maintain and promote the title of cultural hamlet. Education and training always maintain the movement, the quality of the general and key is improved, the rate of excellent students of the district and province continuously increases every year. 25/25 hamlets have a scholarship fund, the commune's scholarship fund alone reaches over 3.2 billion VND. All 5/5 schools meet national standards (including 2 schools meeting level 2 standards). Kim Lien is a commune that meets national standards on health in the period 2011-2020. Environmental sanitation work is carried out seriously. Every year, the commune coordinates with agencies, departments and branches to protect the safety of hundreds of high-ranking delegations of the Party and State, thousands of delegations of guests visiting and working in Kim Lien; not allowing complicated incidents and hot spots to occur.

During the term, the Party Committee has focused on improving the leadership capacity and fighting strength of grassroots party organizations and party members, creating many positive changes. The number of party cells achieving the title of "Strong VM" each year is 80-86%. During the term, 87 outstanding masses were introduced to study party subjects and 30 new party members were admitted, bringing the total number of party members of the Party Committee to over 620 comrades. Kim Lien has built a comprehensive and strong political system. The Party Committee has been continuously recognized as a "Strong VM" Party Committee, achieving the title of "Strong VM" in 2013. The staff and civil servants are capable, qualified, and have a high sense of responsibility. The government is recognized as strong every year. The Fatherland Front and its member organizations have been continuously recognized as excellent, and for many consecutive years, they have been awarded the flag of the leading unit in emulation movements.

Entering the new term 2015-2020, Kim Lien is continuing to implement the Project "Building Kim Lien into a model new rural commune in the period 2015-2020", this is a favorable condition for Kim Lien to continue promoting internal strength and attracting investment to build the homeland to become increasingly rich, beautiful and civilized.
