The 29th Party Congress of Quynh Doi commune, term 2015 - 2020

(Baonghean.vn) - On the morning of March 11, 2015, the Quynh Doi commune party committee solemnly held the 29th commune party congress for the 2015-2020 term. This is the first unit in the commune and town bloc in Quynh Luu district to hold a congress and was selected by the Quynh Luu district party committee as a model congress.

Attending and directing the congress on the provincial side were comrade Nguyen Huu Lam - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Organization Board; on the district side were comrade Le Duc Cuong - Member of the Provincial Party Committee, Secretary of the District Party Committee and 134 delegates representing 11 Party cells in Quynh Doi commune.

Together with the whole country, Quynh Doi commune implemented the resolution of the 28th Party Congress for the 2010-2015 term in the context of many difficulties and challenges. However, thanks to knowing how to promote the fine tradition of the homeland of mandarinate and revolution, the Party Committee promptly seized the opportunity, overcame the challenges, and led the people to achieve quite comprehensive results. The average economic growth rate for 5 years reached 16.4%, an increase of 2.4% compared to the congress target.

Total production value reached over 120 billion VND, an increase of 35.6% compared to the congress target. The economic structure shifted in a positive direction, with average income per capita reaching over 28 million VND/year, an increase of 17.2% compared to the congress target. Regarding education, Quynh Doi has maintained its position as the top unit in the district with a universal secondary education rate of 97.8%, exceeding the target by 1.8%. Facilities have been supplemented in the direction of standardization. Kindergartens and secondary schools have achieved excellent advanced titles and met national standards. Up to now, the rate of cultural families in the commune has reached 90.1%; an increase of 8.4% compared to the previous term; 8/8 villages have achieved the title of cultural village. In the past 5 years, the commune has had 2 more ranked relics and the Ky Phuc festival has been restored. Health and population work has achieved remarkable results, primary health care for the people has been well implemented, the commune has met the national criteria for health in the period 2011 - 2020. National defense and security have been consolidated and maintained, for 4 consecutive years Quynh Doi commune has achieved the title of decisive victory unit.

Regarding new rural construction, Quynh Doi is one of 5 communes that finished 1 year ahead of schedule and was recognized by the Provincial People's Committee as meeting the standards in 2014. And it is even more honorable and proud that Quynh Doi is one of 2 communes selected by the Provincial People's Committee to build a model new rural area in the period 2015 - 2020.

Party building and government building have also achieved remarkable results. In particular, the implementation of Directive 03 of the Politburo on continuing to promote the study and following of Ho Chi Minh's moral example and the Central Resolution 4, Session XI on some urgent issues in Party building at present have been given serious attention and implementation. The training and development of successor human resources and the development of new Party members have also been well implemented. During the past term, 32 Party members were admitted, achieving the congress' target. The Fatherland Front and mass organizations have all carried out emulation movements well and maintained the title of excellent and advanced.

With the motto of "solidarity, unity, promoting democracy and discipline", in the 2015-2020 term, Quynh Doi commune has proposed many solutions, effectively implementing the planning targets of the 28th Party Congress, continuing to improve overall quality, making the commune Party Committee a leading unit in all aspects in Quynh Luu district.

Speaking at the Congress, Comrade Nguyen Huu Lam - Member of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Board acknowledged and commended the efforts and achievements that the Party Committee and people of Quynh Doi commune achieved in the past term. At the same time, he hoped that in the new term, the Quynh Doi Party Committee would focus more on intelligence, promote the strengths and traditions of the homeland, overcome difficulties, strengthen economic restructuring, apply scientific and technological advances in production, build many economic models for high income. Strengthen investment attraction, successfully build models in the area, create high consensus and unity, successfully implement the goals and tasks in the 2015 - 2020 term... so that Quynh Doi deserves to be the leading flag in all movements of Quynh Luu district in particular, Nghe An province in general and soon successfully implement the program of building a new model rural area of ​​the province.

The congress also focused on intelligence, discussed and contributed ideas, voted to elect 15 comrades to the Party Committee of the commune, term XXIX, 2015-2020, and elected 5 official delegates and 1 alternate delegate to attend the Party Congress of Quynh Luu district, term XXVII in the coming time.
