That is: The quality of preparing documents for the congress still shows limitations, is scattered, and does not clarify breakthrough solutions for the next term. The assessment and summary of the implementation of the Resolution of the previous congress was proposed but was not really close, accurate, and not objective, especially the limitations and weaknesses. There are still political reports that focus on achievements, with few proposals and recommendations for the successful implementation of the resolution of the Party Congress. Along with that, the time for discussion and the number of opinions discussed at the congress are still in the same direction in some places, and there is no debate at the congress.

On the other hand, the discussion and contribution of ideas to build documents at the congress, although carefully prepared, with delegates assigned to prepare specific presentations, in some places still focused on illustrating the report of the previous Executive Committee. The participation in giving opinions on draft documents of the Central, provincial and municipal levels and the participation in giving opinions on the action program to implement the congress resolution were not deep and specific. The congress procedures such as decoration, flower giving, and congratulations were still formal...

In order for party members to promote democracy and gain many opinions to build positive and effective documents that are suitable to local realities, Ms. Dao Khanh Ha - Member of the Standing Committee, Head of the Propaganda Department of Hai Phong City Party Committee, said that there are 4 contents to note.

Firstly, in the process of drafting documents, thoroughly grasping Directive 35 of the Politburo, the development orientation of localities and units, in terms of viewpoints, it is necessary to unify: Do not avoid complicated issues, with different opinions, but must bring these issues up for discussion, public debate, and thorough criticism to reach consensus. While drafting documents, it is necessary to correctly, honestly, objectively, and comprehensively assess the situation and results of implementing the Congress Resolution for the 2015-2020 term; identify key tasks and solutions for the 2020-2025 term based on forecasts that are close to the practical situation and have high feasibility. This will contribute to increasing the trust of cadres, party members and people in the Congress documents.

Second, in the process of collecting opinions on draft documents, in order to promote democracy while still ensuring concentration, it is necessary to orient the discussion and opinion-gathering contents in advance (on new issues, difficult practical issues arising in localities and units). The organization of collecting opinions and synthesizing participating opinions must be carried out seriously, avoiding formalities, following the flow, and getting things done. It is necessary to promote the role and responsibility of organizations and individual leaders, paying attention to respecting the opinions of intellectuals, artists, and veteran cadres - especially on issues that still have different opinions (directly developing draft documents, the Congress Document Subcommittee needs to forecast in advance issues that may still have different opinions, even opposing ones; proactively come up with solutions...).

In the discussion and presentation at the congress,It is necessary to orient in advance the structure and content of the discussion assignment to ensure comprehensive participation, close to and accurate to the contents of the Political Report and the action program to implement the congress resolution.In running the Congress, the most important thing is that the Presidium must create a truly democratic forum, promote the intelligence and responsibility of all delegates, and focus on discussions to continue perfecting the policies and guidelines expressed in the draft documents.

In addition to prepared speeches, attention should be paid to the discussion and debate at the congress: suggesting important issues and encouraging direct debate at the congress, especially on major, important issues where there are still different opinions; overcoming the situation of one-sided discussion or recounting achievements.When concluding the discussion, it is necessary to clearly state the newly added issues; it is necessary to absorb good and correct discussion opinions to add to the draft resolution of the congress.

The Head of the Propaganda Department of the Hai Phong City Party Committee especially emphasized the responsibility of party members. In order for the drafting of the congress documents to bring into full play the intelligence and responsibility of cadres and party members, it is necessary to require the sense of responsibility of cadres and party members in thoroughly and comprehensively researching, systematically grasping the policies, guidelines, goals, targets, tasks, and solutions identified in the draft documents...

Hot spots here can be understood as complaints and denunciations from cadres and party members about violations; about congress personnel work, internal solidarity...

With the spirit of having to resolve hot spots before organizing the congress, Hanoi recently focused on handling a number of issues at 83 grassroots party organizations in communes and wards and 9 grassroots party committees in a fundamental and basic manner according to the general direction of the City Steering Committee.
