GENERAL CONTEXT

- Around the world, the COVID-19 pandemic is spreading at a dizzying speed, pushing many countries into a dual health and economic crisis. The pandemic has had a profound impact on all aspects of socio-economic life, changing the way people work, live and communicate, forcing the world to adapt to a "new normal". According to the International Monetary Fund (IMF), due to the negative impacts of the COVID-19 pandemic, the global economy estimated to fall by 4.4% in 2020. Lockdowns and border closures to control the pandemic have caused trade to stagnate, supply chains to break down, leading to a wave of business bankruptcies around the world, especially in the aviation, tourism and retail industries.

After 8 years of negotiations, on October 15, 2020, 10 member countries The Association of Southeast Asian Nations (ASEAN) and five partners have signed the Regional Comprehensive Economic Partnership (RCEP), creating the world's largest free trade market with 2.2 billion consumers, accounting for more than 30% of the world's population and a GDP of about 27 trillion USD, equivalent to 30% of global GDP. RCEP is a comprehensive and high-quality agreement, opening up new opportunities for multilateral trade cooperation in the Asia-Pacific region, creating an important driving force to promote growth and recover the world economy that is in recession due to the impact of the COVID-19 pandemic.

- Domestically, in the past 5 years, especially in 2020, despite the rapid and unpredictable changes in the regional and world situations, the COVID-19 pandemic and unprecedented natural disasters, storms, floods and landslides in the Central and Central Highlands regions, with the efforts and strong determination of the entire Party, State and people, Vietnam has continued to achieve important successes in all fields.

Vietnam is considered one of the 10 countries with the highest economic growth rate in the world in 2020, maintaining a GDP growth rate of 5.8% over the past 5 years. The fields of culture, society, health, education, science and technology continue to develop and make progress in many aspects, such as poverty alleviation for the people, the number of poor households decreased from 10% in 2015 to 3% in 2020. Diplomatic relations and international integration have achieved important successes, contributing to enhancing Vietnam's position in the international and regional arena.

In 2020, Vietnam successfully held the ASEAN Chairmanship, AIPA 41 Chair and had many active activities in its capacity as a non-permanent member of the United Nations Security Council for the 2020-2021 term.

In particular, in 2020, the COVID-19 pandemic had a strong impact on our country, causing many socio-economic losses and the country's development. By promoting the strength of national solidarity, the superiority of the socialist regime, the synchronous, drastic and effective participation of the entire political system under the leadership of the Party, and the unanimous support of the people, we have gradually successfully controlled the COVID-19 pandemic; gradually restored production and business; stabilized life, contributing to strengthening people's trust in the Party, the State and the socialist regime; affirming the mettle, will and fine traditions of our people and our nation.

The 13th National Party Congress has the theme: "Strengthening the building and rectification of a clean and strong Party and political system; arousing the aspiration for national development, promoting the will and strength of great national unity combined with the strength of the times; continuing to comprehensively and synchronously promote the renovation process; firmly building and defending the Fatherland, maintaining a peaceful and stable environment; striving to make our country a developed country with a socialist orientation by the middle of the 21st century".

The Congress adopted important documents: Political report; Report summarizing the implementation of the 10-year socio-economic development strategy 2011-2020, building the 10-year socio-economic development strategy 2021-2030; Report evaluating the results of the implementation of the 5-year socio-economic development tasks 2016-2020 and the direction and tasks of socio-economic development for the 5-year period 2021-2025; Report summarizing the work of Party building and implementation of the Party Charter of the 12th tenure; Report reviewing the leadership and direction of the 12th tenure Central Executive Committee.

The Congress unanimously passed the Resolution of the 13th National Congress of Delegates.

The Resolution highlights the results of implementing the Resolution of the 12th National Congress; affirms that the achievements over the past 5 years are the crystallization of the creativity of the continuous and persistent efforts of the entire Party, people and army through many congress terms, contributing to the great and historic achievements of our country over 35 years of renovation.

The achievements of 35 years of implementing the renovation process, 30 years of implementing the 1991 Platform, especially 10 years of implementing the Platform (supplemented and developed in 2011) have continued to affirm that our country's path to socialism is consistent with Vietnam's reality and the development trend of the times; the Party's correct leadership is the leading factor deciding the victory of the Vietnamese revolution.

In the context of a rapidly changing and complex world situation, the Party Platform continues to be the ideological flag, the fighting flag, the flag that gathers the strength of great national unity to strive for a Vietnam of "rich people, strong country, democracy, fairness, and civilization."

The Resolution identifies three strategic breakthroughs: Perfecting synchronous development institutions; developing human resources and building a synchronous and modern infrastructure system in both economy and society.

Specific objectives:

- By 2025: A developing country with modern industry, surpassing the low-middle income level.

- By 2030: A developing country with modern industry and high average income.

- By 2045: Become a developed, high-income country.

The Congress elected the 13th Party Central Committee consisting of 200 comrades, including 180 official members and 20 alternate members. The 13th Party Central Committee held its first meeting and elected a Politburo of 18 comrades.

With a high level of consensus, the 13th Party Central Committee elected Comrade Nguyen Phu Trong, General Secretary of the 12th Party Central Committee and President of the Socialist Republic of Vietnam, as General Secretary of the 13th Party Central Committee.

The 13th Central Committee Secretariat consists of a number of Politburo members assigned by the Politburo to participate in the Secretariat and 5 comrades elected at the 1st Conference of the 13th Central Committee. The 13th Central Committee Inspection Commission consists of 19 comrades; comrade Tran Cam Tu continued to be elected as Chairman of the 13th Central Committee Inspection Commission.

With the motto "Solidarity - Democracy - Discipline - Creativity - Development"The 13th Congress demonstrates the mettle, strong will and determination of the entire nation to move forward towards the goal of a rich people, strong country, democracy, fairness and civilization.

DOMESTIC EVENTS

1/1/2020: Vietnam officially assumes the role of ASEAN Chair 2020.
+ With the theme “Cohesive and Responsive ASEAN”, the ASEAN Chairmanship Year 2020 has been a comprehensive, resounding, complete and substantial success: success in terms of content quality, record number of adopted documents, more than 550 meetings, many initiatives and priorities of Vietnam have become common assets of ASEAN; success in ensuring security, safety, and respect for protocol; and success in promoting the image of the ASEAN Community and Vietnam as peaceful, stable and prosperous in the minds of international friends.
2/1/2020: Vietnam officially carries out activities as President of the United Nations Security Council, opening the term of Security Council membership for 2020-2021.
+ At the end of 2020, Vietnam has completed half of its term and left strong impressions in the context of the world going through a difficult year due to the COVID-19 pandemic.
12/2/2020: The European Parliament (EP) voted to ratify the Free Trade Agreement (EVFTA) and the Investment Protection Agreement (EVIPA) between the European Union (EU) and Vietnam. The approval of the EVFTA and EVIPA Agreements creates new momentum for the Comprehensive Cooperation Partnership between Vietnam and the EU.
24/2/2020: 108 Military Central Hospital announced the successful performance of the first limb transplant in Southeast Asia, which is also the world's first limb transplant from a living donor.
2/2020: For the first time, Vietnam has three universities in the 2020 Emerging Economies University Rankings published by Times Higher Education (THE), including: Hanoi National University, Hanoi University of Science and Technology and Ho Chi Minh City National University.
4/3/2020: Level 2 Field Hospital No. 3 participating in peacekeeping operations in South Sudan was launched. Participation in the United Nations peacekeeping force contributes to strengthening defense cooperation between Vietnam and other countries, enhancing Vietnam's position in the region and in the international arena.
3/2020: The drought and salinity in the Mekong Delta has surpassed the record drought of 2016. In the long term, the impact of climate change will make drought, water shortages, and salinity intrusion more frequent and severe.
1/4/2020: Prime Minister Nguyen Xuan Phuc signed Decision No. 447/QD-TTg on declaring the COVID-19 epidemic nationwide. From April 1 to 15, social distancing will be implemented nationwide.
19/4/2020: Vietnam reaffirms its sovereignty over the Hoang Sa and Truong Sa archipelagos, in response to China's announcement on April 18, 2020 of the establishment of the so-called "Xisha district" (Vietnam's Hoang Sa archipelago) and "Nansha district" (Vietnam's Truong Sa archipelago) in "Sansha city".
28/4/2020: Vietnam News Agency initiated a program to celebrate the 45th anniversary of the liberation of the South and national reunification in a very special way: creating a national flag using printed newspaper pages. 20/5/2020: For the first time in history, the 9th Session of the 14th National Assembly opened with an online meeting from the National Assembly House (Hanoi) to 63 provinces and cities. 22/7/2020: Prime Minister Nguyen Xuan Phuc and Prime Minister Jacinda Ardern jointly announced the upgrading of Vietnam-New Zealand relations to a Strategic Partnership.
25/7/2020: Da Nang Hospital detects a positive case of COVID-19 after 99 days of Vietnam recording no cases in the community. From the epicenter of Da Nang, 14 provinces/cities also detected positive cases of COVID-19. On July 31, the first death from COVID-19 in Vietnam was recorded.
9-10/8/2020: Nearly 867,000 candidates nationwide took the 2020 high school graduation exam, 2 months later than originally planned due to the impact of the pandemic. September 20 to October 28, 2020: All 63 provincial and municipal Party Committees across the country successfully organized the Party Congress for the 2020-2025 term, electing the Party Executive Committee and Secretaries of the Provincial and Municipal Party Committees.

10 and 11/2020: 7 consecutive storms hit the Central region, causing unprecedented heavy rains in terms of intensity and duration, causing widespread flooding, loss of life and property. In particular, severe floods and landslides at Rao Trang 3 Hydropower Plant (Thua Thien-Hue); Nam Tra My and Phuoc Son (Quang Nam), Huong Hoa (Quang Tri) caused many deaths and missing people, causing heavy damage to these localities.

15/1/2020:The US and China signed a “phase one” trade agreement. The agreement took effect on February 14, 2020.
