Attending the congress were comrade Vu Duc Dam - Member of the Party Central Committee, Deputy Prime Minister, Vu Ngoc Hoang - Deputy Head of the Central Propaganda Department, poet Huu Thinh - Chairman of the Vietnam Union of Literature and Arts Associations, Chairman of the Vietnam Writers Association, and representatives of a number of ministries, central departments and specialized associations.

The Congress listened to the heartfelt speech of Deputy Prime Minister Vu Duc Dam emphasizing: The Party and State always pay attention to and consistently invest in the development of ethnic minorities and mountainous areas, so that ethnic groups can unite and help each other develop, not only investing in infrastructure and economic development but also paying special attention to improving spiritual life, preserving and promoting national cultural identity, promoting the values of literature, art, language, writing, costumes, and fine customs of ethnic minorities.
As an inseparable part of the country's general literature and art, the development of literature and art of ethnic minorities demonstrates the vitality and unity in diversity of Vietnamese culture. The Congress elected the Executive Committee for the 5th term 2014-2019 with 21 Executive Committee members. Musician Nong Quoc Binh was re-elected as Chairman of the 5th term.
