Attending the congress were comrade Vu Duc Dam - Member of the Party Central Committee, Deputy Prime Minister, Vu Ngoc Hoang - Deputy Head of the Central Propaganda Department, poet Huu Thinh - Chairman of the Vietnam Union of Literature and Arts Associations, Chairman of the Vietnam Writers Association, and representatives of a number of ministries, central departments and specialized associations.
