(Baonghean.vn) - On the morning of November 28, in Vinh City, the Emulation Congress for Victory of the Armed Forces of Military Region 4 (2009-2014 period) took place. 225 outstanding delegates in the emulation movement for victory of the entire military region in the past 5 years were the official delegates of the congress.
