The 5th Provincial Congress of Patriotic Emulation "Exemplary Veterans"

(Baonghean.vn) - On October 23, the Provincial Veterans Association solemnly organized the 5th Patriotic Emulation Congress "Exemplary Veterans" and the Ceremony to receive the Third-Class Independence Order.

Attending the Congress were Lieutenant General Nguyen Song Phi - Vice Chairman of the Central Committee of the Vietnam Veterans Association, representing Military Region 4. On the provincial side were Comrade Huynh Thanh Dien - Provincial Party Committee member - Vice Chairman of the Provincial People's Committee, representatives of leaders from provincial departments and agencies, the Provincial Military Command, the Provincial Border Guard, the Provincial Police, representatives of Heroes of the Armed Forces, and nearly 140 delegates representing nearly 170,000 veterans in President Ho Chi Minh's homeland.

Before the Congress, delegates laid wreaths and reported their achievements to President Ho Chi Minh at Ho Chi Minh Square. Following this, the Nghe An Provincial Veterans Association had the honor of receiving the Third-Class Independence Order awarded by the President of Vietnam. On this occasion, the Central Executive Committee of the Vietnam Veterans Association also presented commemorative medals to 23 leaders of the Provincial Party Committee, the Provincial People's Committee, and provincial agencies and departments for their significant contributions to the activities of the Provincial Veterans Association.

The Congress focused on evaluating the "Exemplary Veterans" emulation movement during the 2009-2014 period, affirming the achievements, pointing out shortcomings and limitations, analyzing the causes, and drawing lessons learned regarding the organization and operation of the emulation movement. Based on this, it determined the direction, objectives, and main contents and measures to further improve the quality and effectiveness of the emulation movement in the new phase.

The summary report on the patriotic emulation movement "Exemplary Veterans" over the five years (2009-2014) clearly highlighted the contributions of veterans' associations at all levels and their members throughout the province in all fields. The emulation movement focused on fulfilling the most important and central task: participating in building and protecting the Party, the government, the socialist regime, the people, and building national unity.

Over the past five years, the emulation movement to reduce poverty and rise to wealth has produced thousands of successful economic models and exemplary cases of war veterans with annual incomes ranging from tens of millions to billions of dong. The provincial association currently has 511 enterprises, 11 cooperatives, 82 cooperative groups, 2,047 farms, and 6,643 family farms, employing over 31,000 workers. The emulation movement to encourage war veteran members and their families to actively participate in local campaigns and movements continues to be clearly demonstrated through the "Exemplary War Veterans, United in Building New Rural Areas" emulation movement launched by the Standing Committee of the Provincial War Veteran Association. From 2010 to September 2014, 53,306 war veteran households donated 2,689,934 square meters of farmland and donated assets on the land worth 35.728 billion dong. 46,675 war veterans contributed over 18,000 man-days to the construction of 408 new rural infrastructure projects. Furthermore, the various levels of the association have actively responded to the "Effective Mass Mobilization" and "All People Participate in Protecting National Security" movements, contributing nearly 10 billion VND to various funds such as "Comradeship and Solidarity," "For the Poor," "Gratitude and Repayment," and "Education Promotion"... In addition, other movements such as "Emulation among Veterans in Coordinating the Implementation of the Task of Educating the Younger Generation, Gathering Former Soldiers and Engaging in People-to-People Diplomacy," and "Emulation in Building a Clean and Strong Veterans Association"... have also been well implemented by the associations at all levels throughout the province, becoming increasingly profound and creating many exemplary collectives and individuals with strong ripple effects.

Leaders of the Central Committee of the Vietnam Veterans Association attended the congress.

The Congress also heard presentations from delegates on experiences and achievements in the emulation movement, and commended and honored 5,835 exemplary individuals who had achieved outstanding results in various fields of the Association's activities over the past five years.

Speaking at the Congress, Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee - reported on some achievements in the socio-economic development of the province in the past period. To date, 25 out of 34 main targets have exceeded and met the goals set by the 17th Provincial Party Congress. Many criteria in various fields have been consolidated, maintained, and developed. The achievements of the province in the past period have been significantly contributed by the provincial Veterans Association and former soldiers at all levels and their members.

On behalf of the provincial leadership, Comrade Huynh Thanh Dien requested that all levels of the Veterans Association and its members pay attention to five main points. These include: focusing on leadership, guidance, and mobilization of all levels of the association and its members to actively participate in building and protecting the Party and government; continuing to promote the emulation movement of not accepting poverty and striving for legitimate wealth creation among veterans; regularly coordinating and effectively carrying out mass mobilization work and participating in local movements; continuing to educate the younger generation about traditions with their dedication and experience; and continuing to innovate the content, methods, and forms of gathering veterans and former soldiers, consolidating and building the association's organization in remote areas, mountainous regions, and areas inhabited by ethnic minorities.

On this occasion, the Central Committee of the Vietnam Veterans Association awarded the Emulation Flag to 3 units and Certificates of Merit to 16 collectives. The Provincial People's Committee awarded Certificates of Merit to 7 individuals and 16 collectives, and the Provincial Veterans Association awarded Certificates of Merit to 19 individuals and 76 collectives for their achievements and results in the emulation movement over the past 5 years. The Congress also elected 12 delegates to attend the upcoming National Emulation Congress of Exemplary Veterans.
