Russia's development of new missiles is a response to the United States' decision to withdraw from the Anti-Ballistic Missile Treaty (ABM Treaty) in 2002, Russia's ambassador to the United States, Anatoly Antonov, said on March 4.

“It is simply an attempt to find an answer to the previous administration’s decision to destroy strategic stability between the United States and the Russian Federation,” he said, speaking at the Stimson Center in Washington.
In particular, Mr. Antonov spoke about the missiles "Kinzhal", "Peresvet", "Sarmat", "Avangard" and "Poseidon".
He noted that Russia calls on the United States to return to negotiations on strategic stability and that all of Moscow's proposals remain valid. However, the ambassador noted that Russia will not push the United States towards this.
