The Standing Deputy Secretary of the Provincial Party Committee informed that Nghe An province of Vietnam and Côtes d'Armor province of France officially began developing a cooperative exchange relationship since 1993. Cooperation between the two provinces is based on two main goals: Exchange of experience, knowledge, and capabilities in fields such as tourism, economy, agriculture, sustainable development, education, and health; exchange helps people of Nghe An province and Côtes d'Armor province learn and explore each other's culture and traditions.
In 2015, the Côtes d'Armor provincial government announced that it would stop cooperating with Asian localities, including Nghe An province, to focus on developing relations with European localities. However, the Côtes d'Armor - Vietnam Friendship Association still maintains effective cooperative activities with Nghe An province.
At the reception, Deputy Ambassador Nguyen Manh Thang expressed his deep affection and concern for the land and people of Nghe An, the homeland of President Ho Chi Minh - National Liberation Hero, outstanding cultural figure of the era.
