Ensuring security and sovereignty of maritime border areas
(Baonghean.vn) -On the morning of July 19, under the chairmanship of Senior Lieutenant General Le Huu Duc - Member of the Party Central Committee, Deputy Minister of National Defense, the Ministry of National Defense organized an online conference to summarize 10 years of implementing Decree No. 161/2003/ND-CP of the Government on regulations for maritime border areas. At Nghe An bridge, the conference was attended by comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, comrades in the Standing Committee of the Party Committee, leaders of the Military Command, and the Provincial Border Guard Command.

According to the report at the Conference, in the 10 years of implementing Decree 161/2003/ND-CP, the Ministry of National Defense together with ministries, departments and branches have issued many documents directing and guiding the implementation of regulations on maritime border areas. Thanks to the promotion of propaganda work and ensuring security and order, a favorable corridor has been created for the formation and development of the socio-economic situation in the maritime area. Through the movement of the entire people to protect national security, many localities have formed models such as: unions, fishing associations, self-managed wharf teams, teams to ensure security and order in maritime border areas, and solidarity teams for fishing, etc.
In addition, leaders of provinces and cities have paid much attention to synchronous investment in infrastructure of the marine economic zone. Many projects, fishing wharves, seaports, storm shelters, and boat moorings have been established in recent times and have basically met the objective requirements. In the 10 years of implementing Decree 161/2003, with the support of agencies and departments, in which the Border Guard plays a core role, fishermen, crew members and workers at sea in our country have been proactive in exploiting and catching aquatic products and have an important position in the fight against fraudulent acts and trade at sea, ensuring security, sovereignty and stability in the sea and island border areas. Awareness of the role of the sea border among the masses has been increasingly raised.
At the Conference, the opinions of the delegates participating in the discussion focused on affirming the content, significance and role of Decree 161/2003/ND-CP in socio-economic development and ensuring security and sovereignty in maritime border areas. Many opinions proposed to the Government, the Ministry of National Defense, ministries, departments and branches to continue to supplement policy mechanisms, strengthen coordination regulations between levels and branches so that Decree 161/2003 continues to be effective; Standardize planning areas and marine economic zones; Implement the contents of socio-economic development in maritime border areas associated with protecting security and sovereignty over seas and islands; Focus on fisheries promotion, marine economic infrastructure, promote propaganda activities on the Law on Vietnam's seas and islands, international conventions and treaties on seas and islands to maintain national border security and sovereignty and contribute to peace and stability in the region and the world.
