PV: Could you please tell us about the implementation process of Directive 31/2006/CT-UBND of Nghe An province?
Mr. Ho Quang Thanh:Directive No. 31/2006/CT-UBND was promptly issued by the Provincial People's Committee to strengthen the work of ensuring network safety and information security in the activities of the Ministry of Information and Communications and the Internet. It clearly states specific tasks and responsibilities for each level and sector in ensuring information security.

Over the past 5 years, the Information and Communications sector has proactively coordinated with all levels and sectors to promote propaganda and dissemination of legal regulations, awareness and responsibility in protecting network safety and information security in telecommunications and Internet activities to all classes of people. Organize campaigns to protect information networks; sign commitments to protect telecommunications works with villages, hamlets, families and schools to raise awareness of responsibility of individuals and groups towards telecommunications networks; mobilize people to denounce and fight against criminals who steal and consume telecommunications cables to ensure smooth communication, serving socio-economic development and national defense and security in the area.
The sector has also strengthened the direction and guidance of BCVT enterprises and the People's Committees of districts to develop telecommunications and IT infrastructure in accordance with the sector's plans and planning; established inspection teams to periodically inspect BCVT and Internet activities to detect violations, strictly handle and promptly correct violating units and individuals. Sectors: police, post offices, enterprises, and localities actively coordinate to ensure good network safety and information security in BCVT and Internet activities.

Mr. Ho Quang Thanh: First of all, the state management work has been strengthened closely, making the public Internet service business activities develop and become more orderly. People's awareness of ensuring network safety and information security has been raised; many violations causing network insecurity have been discovered and reported by people; all levels and sectors have actively participated; closely coordinated, especially in the fight against crimes in the field of telecommunications and the Internet. From the beginning of 2011 to now, the police force has verified and investigated 35 cases, arrested and handled 39 subjects who cut and stole communication lines; arrested and handled 3 Chinese subjects who took advantage of prepaid mobile subscription services and the Internet and high-tech means to withdraw money through bank ATM cards; discovered 1,171 prohibited documents transported by post...
