(Baonghean.vn) - Implementing the program of meeting voters after the session, on the morning of July 2, 2014, at Quynh Nghia commune, the XIII National Assembly delegates including Mr. Phan Trung Ly, Member of the Standing Committee, Chairman of the National Assembly Law Committee; Mr. Pham Van Ha, Chief Justice of the Provincial People's Court, met with voters in the communes of Bai Ngang and Bai Doc areas of Quynh Luu district.

Also attending the meeting were representatives of the People's Council, People's Committee, Fatherland Front Committee of the district and voters of 10 communes in the region.

Entering the working program, on behalf of the National Assembly delegates in the group, Mr. Phan Trung Ly briefly reported to the voters the results of the 7th session of the National Assembly which just ended a week ago, introducing some basic contents of the amended and supplemented Law documents closely related to people's rights such as regulations on payment mechanism in the Law on Health Insurance, the issue of surrogacy in the amended Law on Marriage and Family, regulations on nationality registration in the Law on Nationality, authentication and notarization in the Law on Notarization, etc. In addition to the above issues, voters were also provided with some information related to the situation in the East Sea, the reasons why the National Assembly has not yet passed the amended Regulations on taking a vote of confidence, on retirement age under the Law on Social Insurance, the inadequacies in university training and labor use; assessment of solutions for socio-economic management, etc.

Attending the meeting with National Assembly deputies, voters in Quynh Luu highly appreciated the results of the National Assembly's work, especially the question and answer sessions and the approval of the 16 trillion VND support package for fishermen. However, voters also suggested that this is the first session under the new Constitution, so in order for the Law to come into effect and not have to wait for sub-law documents, the National Assembly needs to develop specific laws; have a more decisive viewpoint and attitude on the East Sea issue; seriously learn from experience when there is a situation of destroying foreign enterprises' assets in the provinces.

The National Assembly needs to improve the effectiveness of supervision, organize the review of sub-law documents; ensure fairness and give people the right to choose machinery when receiving the 16,000 billion VND loan package; the policy regime for retired senior military officers has many incentives but implementation in our province is still limited; the Government has quite open regulations on loan guarantees to support businesses but in reality lending is still difficult, many types of machinery and equipment are still not accepted by banks; have more support policies for farmers to borrow capital for production, from stimulating production to product consumption.

The construction progress of the breakwater project for the communes in the Ngang beach area is too slow, not only affecting safety during storms but also making the fields susceptible to salinization; the estuaries used as anchorages for boats in the area are overloaded but lack investment resources, and dredging is not done regularly; the transfer of certification and notarization authority to the Notary Office also causes difficulties and inconveniences for the people; the infrastructure system in the area is too degraded due to slow investment, making it very difficult and unsafe for people to travel...

After listening to voters' recommendations, the representative of the People's Committee of Quynh Luu district explained the issues under their authority; at the same time, he hoped that the National Assembly delegates would give their opinions so that the Government would pay attention to the essential construction projects that are being invested in unfinished, creating conditions for the locality to develop the economy and relieve the concerns of the voters. On the side of the National Assembly delegates, Mr. Pham Van Ha, on behalf of the National Assembly delegates of the province, explained and accepted the voters' recommendations; at the same time, he said that the contents under their authority would be compiled by the Delegation and reported to the National Assembly and transferred to relevant agencies for consideration, settlement and response to voters at the nearest session.
