Ensure timely and full settlement of benefits of Social Insurance and Health Insurance participants after Typhoon Yagi
Vietnam Social Security held a meeting on proactively and urgently overcoming the consequences of storm No. 3 (Yagi), ensuring timely and full settlement of benefits for participants of Social Insurance, Health Insurance, and Unemployment Insurance with the fastest and simplest procedures.
In the face of natural disasters and floods caused by stormsstorm no. 3caused in many localities, on September 9, Vietnam Social Security chaired urgent meetings, directing Social Security of provinces and cities to quickly deploy flexible response solutions with a consistent viewpoint: regardless of any situation, it is necessary to always ensure the best and fastest benefits for participants and beneficiaries of Social Insurance and Health Insurance policies according to regulations.
With the determination of the whole industry, right before storm No. 3, the leaders of the Vietnam Social Insurance industry held a meeting and directed the heads of affiliated units and Social Insurance of provinces and cities: ensure 100% on-call, proactively develop plans and focus resources to respond to and overcome the storm to ensure full and timely benefits of participants in Social Insurance and Health Insurance. In particular, closely coordinate with the health sector and medical examination and treatment facilities so that the health insurance examination and treatment benefits of participants are always timely and conveniently reformed.

At the meeting, General Director of Vietnam Social Security Nguyen The Manh assessed that in recent days, storm No. 3 has been complicated and has greatly affected people's lives and activities. However, the professional work of the industry has still been carried out fully and seriously; localities have implemented many solutions to support people and businesses, ensuring uninterrupted enjoyment of benefits, regimes and policies of Social Insurance, Health Insurance, and Unemployment Insurance.
To continue ensuring the rights of participants in Social Insurance, Health Insurance, and Unemployment Insurance, especially when the damage caused by Typhoon Yagi is still severe, General Director Nguyen The Manh directed affiliated units and Social Insurance of provinces and cities to urgently implement the following contents:
Firstly, heads of relevant units, Directors of Social Insurance of provinces and cities, Directors of Social Insurance at district level in storm-affected areas focus on directly coordinating with local Party committees, authorities and relevant agencies to implement instructions of all levels and flexibly perform tasks, ensuring that people and patients enjoy full benefits of Social Insurance, medical examination and treatment, and Health Insurance with the fastest and simplest procedures.

Second, assign leaders and permanent staff to be ready to handle the above regimes. For areas directly affected by the storm (severe damage, isolation, disruption of traffic, infrastructure, communication, power and water outages, etc.): assign staff to work with relevant sectors and agencies to directly serve the people, promptly handle Social Insurance, Health Insurance, and Unemployment Insurance regimes. Especially for the work of medical examination and treatment under Health Insurance, it is recommended that Directors of Social Insurance at all levels need to: Absolutely do not let people not be examined, treated, or provided with health care due to disruptions in traffic, infrastructure, facilities, etc. after the above storms and floods.
Assign staff to be on duty at key medical examination and treatment facilities to promptly resolve any problems with patient examination and treatment procedures such as health insurance cards, hospital transfer papers, etc. to ensure that all patients receive immediate and timely medical examination and treatment.
In case of power outage or no internet connection to update patient data to the system, it will be done directly. Priority is given to examination and treatment for people with serious or critical illnesses or accidents or injuries from areas affected by storms and floods.
Coordinate with the health sector, medical examination and treatment facilities and relevant agencies to have solutions to ensure medicines and medical equipment to serve patients (direct purchasing, transfer of medicines, medical equipment, etc.), promptly transfer patients to higher levels if the facility does not meet professional requirements; organize health insurance examination and treatment, provide medicine for cases where due to conditions they cannot go to medical examination and treatment facilities.
Fully and promptly advance funds for medical examination and treatment under Health Insurance to medical examination and treatment facilities, ensuring smooth medical examination and treatment under Health Insurance, absolutely not allowing medical examination and treatment facilities to lack funds for medical examination and treatment under Health Insurance.
Regarding the complicated developments after storm No. 3, especially in mountainous provinces, the General Director of Vietnam Social Security requested that Directors of Social Security of provinces and cities not be negligent or subjective, regularly monitor the situation, report to local Party committees and authorities; closely coordinate with departments and branches to immediately and fully ensure the rights of participants in Social Insurance and Health Insurance./.
