Ensuring people's rights when constructing Nghi Son - Cua Lo coastal road
The construction of the Nghi Son - Cua Lo coastal road through Hai Loc commune has affected a number of households. Although relevant units have conducted assessments and developed support plans, there are still different opinions on the extent of the damage.
Many households petitioned to adjust the level of damage support.
The Nghi Son - Cua Lo Coastal Road Project, section Km7+00 to Km76+00, is a key project of strategic significance in the socio-economic development of Nghe An, helping to connect the coastal infrastructure with key traffic routes. In particular, there is a section passing through Hai Loc commune (formerly Nghi Yen commune, old Nghi Loc district).
During the construction of the roadbed, the construction units used vibrating rollers to compact the road, affecting many houses near the construction site. Accordingly, in the section passing through Dong Son and Tan Son hamlets, 60 households had cracked walls, sunken foundations, and broken ceilings (Dong Son hamlet had 43 households and Tan Son hamlet had 17 households).
Upon receiving feedback,Traffic Project Management Board(under Nghe An Department of Construction) - the investor, coordinated with the insurance company, construction contractor and local authorities to inspect and determine the current status of all 60 affected households.

Through the independent appraisal results of HDC Appraisal Joint Stock Company, the damages of 60 households were then calculated and compensation plans were made, with a total amount of more than 757 million VND. Of which, insurance paid more than 430 million VND and the construction contractor paid more than 327 million VND.
On June 2, 2025, the Traffic Project Management Board publicly announced the value of housing crack support for households in the two above-mentioned hamlets. However, many households have expressed their opinions because the compensation value is low.
On June 13, 2025, the Traffic Project Management Board, together with local authorities and relevant units, held a dialogue with households in Dong Son hamlet. However, at the dialogue, many households still refused to receive the money, because they believed that the compensation was low and did not accurately reflect the damage.
Similarly, on July 30, 2025, when paying money to 17 households in Tan Son hamlet, the households did not agree because they thought that the compensation cost was low and the amount of cracks was lower than the actual amount, and the cracks were wider than the appraisal.

Mr. Pham Dinh Cam - a resident of Dong Son hamlet said: "Ever since the construction unit used a vibrating roller to compact the roadbed, the wall of my house has started to crack. At first, there were only small cracks, then they split like lines on a finger, and in some places, whole tiles fell off," said Mr. Cam.
According to the initial assessment, Mr. Cam’s family was recommended to receive about 12 million VND in support for the above damages. However, he said that this compensation level is not close to reality, because the repair cost if the entire cracked wall, ceiling, and floor were to be re-done would be double or even triple that figure.

“We don’t want to make things difficult for anyone, we just want to re-evaluate correctly. We will compensate according to the actual damage, we are willing to accept it and let the unit continue the construction,” Mr. Cam shared.
Due to the fact that the compensation process for damages in Dong Son and Tan Son hamlets has not been completed, the roadbed of the Nghi Son - Cua Lo Coastal Road Project passing through this area cannot be paved with a second layer of asphalt concrete. This includes sections from Km63+900 to Km64+200 (through Dong Son hamlet) and Km65+500 to Km66+00 (through Tan Son hamlet), with a total length of 0.8 km.
Re-examination
According to our research, in reality, to resolve the difficulties and obstacles in the process of compensation for damages caused to households' houses. On August 12, 2025, the Traffic Project Management Board together with related units continued to organize the second dialogue with households in Dong Son hamlet.

At this dialogue, the people agreed with the estimated unit price standards given by the independent appraisal unit. However, they requested to re-appraise the volume because the people said that the previous appraisal results had missed cracks, and the old cracks continued to grow wider after the appraisal. When the appraisal is re-appraised, there will be an adjusted estimate and appropriate payments to households before the construction of the second layer of asphalt concrete can be carried out.
It is known that currently, 19 households in Dong Son hamlet have received the support money, while 41 households have not received the money. This makes it difficult to pave the asphalt concrete of the road when passing through these areas.

Mr. Nguyen Manh Hung - Head of Project 3, Traffic Project Management Board said: Before construction, the investor, together with the insurance company, local authorities and contractors, determined the current status of adjacent houses with a total of 60 households. After completing the construction item with vibrating roller equipment, they went to check and assess the damage. However, because the people did not agree, the investor asked the assessment unit to re-assess.
"Currently, the appraisal results are available and the compensation cost is being calculated. Basically, the compensation value has increased compared to before. After the calculation is completed, we will publicly announce the compensation value so that people can know and sign to receive it," Mr. Hung emphasized.
Mr. Nguyen Dinh Thi - Chairman of Hai Loc Commune People's Committee said that the local government is still trying to act as a bridge between the parties. In particular, it has coordinated with the Traffic Project Management Board and the appraisal unit in all stages, from determining the current status, preparing documents, to payment. However, people are still concerned about the compensation level. The commune also requested relevant units to promptly review, ensure publicity and objectivity, so that people can feel secure.
The construction of key projects, especially large-scale infrastructure projects such as the Nghi Son - Cua Lo coastal road, always requires close coordination and consensus from the government, contractors and people. Problems arising during the construction process are inevitable, but the important thing is how to handle them. When the parties involved are straightforward, responsible and promptly resolve them, the project will be completed soon, ensuring the rights of the people and the common development goals.
