Nghe An: Focus on resolving problems in traffic projects before June 25

Attending the event were leaders of the Provincial Party Committee's Internal Affairs Committee, the Provincial Party Committee's Inspection Committee, the Provincial People's Council's Legal Committee, the Provincial Police and leaders of the following departments: Construction, Finance, Agriculture and Environment. Also attending were representatives of Dien Chau and Quynh Luu districts, Hoang Mai town and Vinh city.

Many problems in site clearance

Implementing the project to renovate and upgrade National Highway 7, section Km0 - Km36, and handle landslides caused by storms and floods in the Khe Thoi - Nam Can section, localities have handed over the site for about 54,313/55,405km (reaching 98%). including left and right routes. Up to now, contractors have approached to construct 54,229km, remaining 1,092km/79 plots accounting for 1.97%.

Of which, Dien Chau district has handed over about 18,219/18,608km (98% achieved), still stuck 389m corresponding to 37 plots In Dien Cat and Dien Phuc communes and Dien Thanh town, the project has not been recovered and handed over. Yen Thanh district has handed over about 27,071/27,774km (97.47% achieved), still stuck 703m/42 households.

The main reason for the delay in handing over the land is that some people have requested compensation for the land area from the foot of National Highway 7, which is outside the land boundary granted. In addition, some households are having land disputes and have filed lawsuits in court.

People do not agree with the compensation and support plan according to the State's policies and regimes; Some households request compensation for the area not included in the land clearance measurement for project implementation.

In addition, some households were sold land by the Commune People's Committee without authority without a land allocation record, without the size of the land plot when allocated, but the households said that when sold, it was located right next to National Highway 7.

For the project to renovate and expand National Highway 46, Vinh - Nam Dan section, up to now, the compensation and site clearance plan has been approved, payment has been made and 6/10.7km of site has been cleared. 56% achieved, remaining 4.7km section through residential land, garden land attached to residential land of 542 households.

Regarding this project, in addition to the agricultural land area, for the residential land area, currently the affected households are mainly living and doing business along both sides of National Highway 46, so the work of site clearance, recovery and resettlement organization takes a lot of time.

In addition, the Land Law changes lead to policy changes; on the other hand, some contents must be consulted with the Provincial People's Committee before implementation, prolonging the time. In addition, the project still has some problems related to compensation levels, support for garden and pond land; support for the difference in residential land price minus garden land price; compensation level for assets on land...

Regarding the settlement of petitions, complaints, and disbursement of compensation funds for site clearance on National Highway 1A, as of May 30, the total approved budget was 661,540 billion VND, of which 634,330/661,540 billion VND has been paid. The total budget that needs to be approved for payment in 2025 is VND 579,306 billion.

Focus on resolving problems in June 2025

Concluding the meeting, Mr. Hoang Phu Hien - Vice Chairman of the Provincial People's Committee requested Dien Chau and Yen Thanh districts to continue to focus on propaganda and mobilize people to comply with compensation, support and resettlement policies according to State regulations; urgently complete related documents and procedures to soon hand over the site to the construction contractor.

For some households that are not eligible for compensation or have land according to the measurement that does not affect the project, or illegally build constructions on land without roads, or have issued approval decisions to ensure legal procedures, the District People's Committee has organized many dialogue conferences, propaganda and mobilization but do not agree to hand over the site, requesting to organize construction protection or enforce land recovery according to regulations before June 25.

The Provincial People's Committee leaders also requested Project Management Board 4 to actively and proactively coordinate well with localities, departments, branches and units in propaganda and mobilization work, compensation and site clearance, resolving difficulties and problems, relocating technical infrastructure works and other related work.

At the same time, together with the locality, regularly exchange and update detailed information on the volume of work performed, difficulties and problems, and at the same time synthesize periodic and ad hoc reports when requested to the Provincial People's Committee and the Department of Construction for monitoring, reporting advice and timely consideration and direction.

The Vice Chairman of the Provincial People's Committee requested Project Management Board 4 to focus on directing contractors to mobilize machinery, equipment, and human resources to speed up the construction progress of the sections that have been handed over, avoiding re-encroachment; during the construction process, traffic safety, environmental sanitation, and the restoration of irrigation systems to serve people's production must be ensured.

Regarding the settlement of petitions, complaints, and disbursement of compensation funds for site clearance on National Highway 1A of localities, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested that districts continue to focus on reviewing and thoroughly handling the problems that have been pointed out before June 25.

Comrade Hoang Phu Hien suggested that localities continue to organize dialogues with households, review and make payments for cases that have been approved for payment; review and identify the correct landowners for plots of land bought and sold for payment.

At the same time, localities review payment and site clearance records, classify them specifically according to each subject to have a plan to store and transfer them to the new government.

The Vice Chairman of the Provincial People's Committee requested relevant departments and branches to direct review teams to resolve complaints and denunciations; coordinate and support localities in resolving complaints and denunciations.

In addition, localities and relevant departments and branches review and develop plans to handle approved compensation and site clearance costs after completing district-level activities, implementing two-level local government.

Regarding the implementation of the National Highway 46 renovation and expansion project, the Vice Chairman of the Provincial People's Committee requested relevant units to coordinate with the People's Committee of Nam Dan district to focus on directing the inventory and final counting; speed up the progress of making payment records for households that are not affected by residential land and garden land related to residential land; urge and direct the units in charge of technical infrastructure works to carry out relocation according to regulations; speed up the construction progress of resettlement areas, and complete land allocation to households.

For departments and branches, the Vice Chairman of the Provincial People's Committee requested to actively coordinate, promptly guide localities or advise the Provincial People's Committee to resolve project problems according to the functions and tasks of the branch.
