Ensuring the successful implementation of the 'dual' task at the 2021 High School Graduation Exam

The problem that arises in this year's exam is the influence ofpandemicTherefore, the review of grade 12 students was interrupted in many localities. The implementation of the exam also encountered many difficulties, requiring each locality to have its own scenario to implement the exam in a way that is suitable for each situation, such as: reviewing each student group from the perspective of ensuring the rights of each candidate.

Speaking at the conference, a representative of the Ministry of Education and Training affirmed that, regardless of the circumstances, the 2021 High School Graduation Exam must be carried out with the goal of ensuring seriousness, safety, compliance with regulations, and fairness and objectivity for all candidates.

In which, if the candidate is in the F0 category, he/she will be recognized for taking the National High School Graduation Exam according to the exam regulations. For the remaining candidates, the implementation of the exam must ensure that there is no cross-infection in the community, in which the F1 candidate must have a separate exam location, the F2 candidate must have a separate exam room and exam location. At each exam location, it is necessary to spray disinfectant, implement the 5K message well, avoid large gatherings, try to keep the tables as far apart as possible in the exam room, measure body temperature and equip each exam room with hand sanitizer.

In addition, depending on local conditions, samples can be taken for testing for candidates. In special cases, private vehicles can be used to transport F1 subjects to exam locations.

Speaking at the conference, representatives of provinces and cities also expressed concerns when the 2021 High School Graduation Exam was implemented under special conditions.

For example, in Bac Ninh province, the whole province currently has a number of F0 cases and nearly 500 F1 and F2 subjects who are 12th grade students. However, if there are still many F1 subjects in the area near the exam date, the province will request a plan to organize the second exam for candidates. The province also hopes to have enough vaccines soon to prioritize vaccination for candidates and invigilators working on the exam and requests the Ministry to consider special policies, giving priority to candidates who are in quarantine or are in areas that still require social distancing.

Quang Nam province representative suggested that in order for the exam to take place safely, officials from the central government who come to the locality to do inspection work must also ensure health conditions, avoiding the spread of disease from one locality to another. Particularly in Quang Nam, officials who work as exam supervisors are not allowed to leave the area 14 days in advance.

Concluding the conference, Minister of Education and Training Nguyen Kim Son said: The high school graduation exam is a very important exam. Sharing the current difficulties of localities, the Minister hopes that localities will make efforts to soon stabilize their lives and proactively manage so that educational activities can take place normally and in accordance with the school year plan.

Regarding this year's exam, according to the Prime Minister's Directive, the exam basically continues the results and methods of the 2020 Exam and performs well the two "dual" tasks of ensuring professional quality and not neglecting disease prevention and control. At the same time, it is necessary to seriously ensure objective quality and aim for the highest safety goal during the epidemic season.

The Minister of Education and Training also highly appreciated the preparations of localities in the past time. In order for the exam to take place smoothly, the Minister hopes that local leaders need to continue to pay attention to the exam and develop plans to respond to the epidemic.

The Ministry of Education and Training will continue to coordinate with relevant sectors to issue documents and have specific policies so that the exam can take place smoothly and safely, ensuring the rights of each candidate. The Ministry will also base on actual conditions to have specific plans to organize the second round of the 2021 High School Graduation Exam.

In addition, the Ministry also hopes that localities will continue to prepare conditions for the new school year, the comprehensive general education program, innovate to improve quality and aim for real quality in education and training.

Speaking at the online conference, comrade Bui Dinh Long - Vice Chairman of Nghe An Provincial People's Committee affirmed that after 2 years of assigning localities to preside over the exam, it can be seen that the high school graduation exam has received the support of the people, parents and students.

This year's exam, with more than 34,000 candidates taking the exam, Nghe An will organize 68 exam sites and more than 1,400 exam rooms, including 120 backup exam rooms.

Nghe An has issued Directive 19 on strengthening the direction of exams, established a Steering Committee and is continuing to implement other related tasks. In particular, it has developed a plan, fully implemented measures to prevent the Covid-19 epidemic, ensured traffic safety, called for and mobilized resources to help candidates in difficult circumstances, sick people, remote areas... to participate in the exam in the best way.
