Initial information, at dawn on July 16, young man Le Thanh Loc (born 1989, living in District 6) drove a KIA car with license plate 51F - 241.43, running on Vo Van Kiet Avenue from District 1 (Ho Chi Minh City) to National Highway 1.
When reaching the intersection of Vo Van Kiet - Huynh Man Dat, District 5, it suddenly hit the victim Tran Van Hoan (born 1967, in District 4) who was running in the same direction, uphill, fell onto the road, and died on the spot.

Not stopping there, driver Loc also stepped on the gas to make the car go faster, dragging the motorbike stuck under it.
People took their motorbikes and chased the young man for 4km (to the intersection of Cao Van Lau Street, District 6). Then the young man stopped his motorbike to wait for the red light, and people caught up.
At this time, the back of the car suddenly caught fire fiercely. People told the young man to get out of the car, but he still stayed in the car and refused to get out.
A few minutes later, the smoke and fire grew thicker, many people brought mini fire extinguishers to put out the fire but failed.
Driver Loc rolled down the window, looked back and saw smoke billowing. He opened the door and climbed out but was caught by the people. The car and motorbike were completely engulfed in flames, leaving only the frame. The fire department sent two fire trucks to put out the fire but it was too late.
Upon receiving the news, traffic police and Ho Chi Minh City police quickly arrived, blocked off the scene, and investigated the cause of the accident.
