Phu Thanh Commune, Yen Thanh District is an area that is always flooded during the rainy season, while the water source from dug wells and drilled wells is contaminated with alum, so when the government has a policy to invest in building a centralized domestic water supply project in the locality, everyone is excited and looking forward to it. Therefore, when the locality mobilizes people's contributions to get counterpart funds for the project, most households are ready to contribute immediately.

But 3 years have passed, people are still waiting for clean water.

The water level in the factory's raw water reservoir is very deep, and there is no protective bank, making it very easy for drowning accidents to happen if children go swimming.

Mr. Pham Minh Chuan - Chairman of Phu Thanh Commune People's Committee said: Phu Thanh domestic water supply project was started in early 2013, according to plan will be completed and put into use at the end of 2014. The project has a total investment of more than 23.5 billion VND, designed capacity of 650 m3 of water/day and night, enough to provide clean water for more than 8 thousand users. Of that total investment, local counterpart capital is 40%.

When the locality mobilized people to contribute counterpart funds, the people in the commune contributed 3.6 billion VND. Since the beginning of 2013, the construction unit has stopped operating because the state has stopped disbursing capital, causing anger among the people of Phu Thanh commune.

Phu Thanh commune authorities must put up warning signs of danger in front of the reservoir.

Mr. Luu Xuan Long, a resident of Dong Lai hamlet, said: When the commune mobilized contributions from the people, his family contributed 3.5 million VND since 2012. In addition, the family also built a water tank and some other equipment to bring tap water to their home, but it has been left unused for many years because the factory has not been completed.

Minh Thanh mountainous commune is currently in the hot season, with a severe shortage of domestic water, so when mentioning the centralized domestic water supply project that has been abandoned for many years, everyone is upset.

The Minh Thanh commune community water supply plant has also been abandoned for more than 2 years, making people angry.

Mr. Tran Khanh Tung - Chairman of the Commune People's Committee, expressed concern: The centralized water supply project in Minh Thanh commune has a total investment of nearly 25 billion VND, of which the local counterpart fund is 25%. Up to now, the construction unit, Nghe An Rural Infrastructure Development Company, has completed about 60% of the project volume, and the state has disbursed 12.7 billion VND. Only when the state continues to disburse will the construction unit continue.

The rough construction items have been basically completed, but the equipment has not been installed, causing the project to be abandoned year after year.

Mr. Nguyen Van Duong - Head of the Department of Agriculture and Rural Development of Yen Thanh district said: In the district, there are currently 7 centralized domestic water supply projects under construction, which have been stopped for several years: Phu Thanh, Minh Thanh, Lien Thanh, Long Thanh, Phuc Thanh, Tay Thanh, Do Thanh.

The reason for the abandoned projects is that the government stopped providing funding halfway, so the contractors stopped construction. According to the survey, these projects are very urgent, because these localities are often flooded in low-lying communes and often lack water in the dry season in mountainous communes. The most urgent of these is the centralized domestic water supply project in Minh Thanh, Phu Thanh and Tay Thanh.
