On this occasion, Nghe An Newspaper reporters had an interview with comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee on this issue.

Reporter: Dear Comrade Provincial Party Secretary! Could you please tell us how the Provincial Party Committee has implemented the extremely important content in the spirit of Resolution 4 of the Central Committee (11th tenure) which is to review the Standing Committee as a whole?

Comrade Phan Dinh Trac:After absorbing the spirit of the Resolution at the Conference on implementing and thoroughly grasping the Resolution of the 4th Central Committee (11th term) in Hanoi, the Provincial Party Committee has developed and issued an implementation plan, determining the work content, roadmap and timeline for each specific task.

After completing the implementation and dissemination of the Resolution of the 4th Central Committee (11th term), the Standing Committee of the Provincial Party Committee organized a conference to disseminate the content and methods of giving opinions to former provincial leaders, provincial Party Committee members, retired leaders of departments, branches, sectors, and provincial-level mass organizations in Nghe An province. Documents were sent to party organizations, departments, branches, sectors, the Fatherland Front, provincial-level mass organizations, district, city, town Party Committees, and central agencies to solicit opinions for the collective and individual members of the Standing Committee of the Provincial Party Committee. Incorporating the opinions, the preparation of the review report of the Standing Committee was also carefully and elaborately prepared and sent to solicit opinions from the members of the Standing Committee of the Provincial Party Committee.

PV: Can you tell us the results of the consultation and how it was carried out to ensure objectivity, democracy and confidentiality?

Comrade Phan Dinh Trac:All comments were sent to the Working Group for the implementation of Resolution 4 of the Provincial Party Committee for processing and storage in a confidential manner. Through synthesis, there were 52 organizations and 48 individuals who gave comments to the Standing Committee, focusing on 68 issues. There were 6 comments from organizations and 28 comments from individuals giving comments to individual members of the Standing Committee of the Provincial Party Committee. The comments, especially those from retired comrades, clearly demonstrated responsibility, dedication, frankness, and constructiveness towards the Standing Committee and individual members of the Standing Committee of the Provincial Party Committee, with the hope that the Standing Committee and individual members of the Standing Committee of the Provincial Party Committee would be stronger to be more worthy of the responsibility entrusted by the Party Committee and the people of the province.

The Standing Committee of the Provincial Party Committee has directed the Standing Unit for the Implementation of the 4th Central Resolution to carefully study and synthesize the comments for the Standing Committee, classifying them into 4 groups: on political ideology, ethics, lifestyle; on personnel work; on determining personal responsibility and the relationship between the leader and the collective; and on other issues. After the classification results, the Standing Unit assigned the Party Committees, Party Executive Committees, Party delegations and related sectors to help the Standing Committee fully absorb and explain. For comments for individual members of the Provincial Party Committee Standing Committee, the full and original content of the comments will be collected and sent to each member of the Provincial Party Committee Standing Committee for study, absorption and explanation. All comments sent to individuals and collectives for absorption and explanation will not disclose the names and addresses of the collectives and individuals giving comments to ensure objectivity and confidentiality.

Reporter: Dear Provincial Party Secretary, could you please tell us about the spirit and results of the Provincial Party Committee's collective review conference?

Comrade Phan Dinh Trac:In order to organize a serious and quality review conference, the Standing Committee of the Provincial Party Committee sent to the members of the Standing Committee of the Provincial Party Committee a report summarizing the comments for the Standing Committee, a draft of the collective review, a draft report on acceptance and explanation of the comments for the Standing Committee 2 days in advance. The review was monitored and directed by the Central Working Group. During the conference, all comments for the Standing Committee of the Provincial Party Committee and the existing problems, limitations, and outstanding shortcomings that have not been well overcome so far were placed on the table of the Review Conference, for the Standing Committee to discuss, analyze, dissect, draw lessons for the current generation of cadres and determine solutions to overcome them.

It can be said that, after 3 working days, the Conference took place in a democratic and serious spirit, all comments and suggestions for the Provincial Party Standing Committee were respectfully studied, analyzed, accepted or explained. The comments of the comrades in the Provincial Party Standing Committee were frank, responsible, constructive, open-minded, looking straight at the truth, analyzing and accepting, proposing solutions to correct existing problems, limitations, shortcomings, and clearly explaining incorrect issues. All comrades in the Standing Committee had comments, some of whom spoke twice. The shortest speech was 30 minutes, the longest was up to 1 hour.

The most profound lessons analyzed and dissected are the lessons on solidarity and collaboration in the Standing Committee and the Provincial Party Committee; the lessons on implementing the principle of democratic centralism and the responsibility of the leader in relation to the collective; the lessons on taking care of political and ideological education, providing full information and promptly orienting public opinion to ensure consensus, unity and high determination in carrying out the proposed political tasks.

Reporter: Dear Secretary! What has the conference determined to be done immediately after the collective review of the Provincial Party Committee Standing Committee?

Comrade Phan Dinh Trac:Through review, the Provincial Party Standing Committee has identified a number of tasks that need to be done immediately after the review:

Firstly, to receive the discussion opinions of the Standing Committee, complete the collective review report of the Standing Committee and the report of acceptance and explanation to the collective Standing Committee. On that basis, the individual members of the Standing Committee of the Provincial Party Committee will compare the results of the collective review of the Standing Committee, especially the existing problems, shortcomings and defects to supplement the individual review report, so that by mid-September, the individual review of the members of the Standing Committee of the Provincial Party Committee will be organized.

Second, initially identify issues that need to be fixed immediately or continue to direct a roadmap to resolve outstanding and pressing issues. In particular, focus on continuing to review and rectify the work of licensing mineral activities and be more resolute, thorough and strict in handling violations in mineral activities, including suspension, revocation and prosecution. Review and re-examine a number of cases that are of public concern, such as the violation at Pu Huong Forest Protection Department, the land case at Trung Do Cooperative and Canh Phuong field (Vinh City), resolve existing problems in the resettlement of Ban Ve Hydropower Plant, etc.

Continue to review investment projects that use land but are not implemented or do not have the capacity to implement, and change the land use purpose that is not in accordance with the planning, especially projects that use land in urban areas, to resolutely handle. Continue to review and rectify the organization, apparatus, civil servants, promote administrative reform and prevent corruption and waste in all sectors, focusing on units closely related to people and businesses, to outstanding issues and negative public opinion, first of all related to the fields of forest protection, land and mineral management, basic construction, and recruitment of cadres and civil servants. Immediately amend regulations on appointing cadres to ensure democracy, objectivity, and selection of the right people, including regulations requiring that personnel submitted to competent authorities for decision on appointing cadres must have a balance. Personnel appointed to Party committees at all levels must be at least 2 terms old, with priority given to women and ethnic minority cadres. Amend regulations on attracting high-quality human resources to ensure effectiveness and select truly talented people. Correct the work of providing information and orienting public opinion in a timely manner through party organizations (party cell activities), reporting teams, mass media agencies, activities of retirement clubs, current affairs, etc.

After reviewing the collective and individual performance of the Provincial Party Standing Committee, a core conference will be held across the province to draw experience and guide and direct district, city, and municipal Party Committees and affiliated Party Committees to implement the review according to Resolution 4 of the Central Committee (11th term).
