Mr. Pham The Duyet: "The superiors must set an example for the subordinates to follow."

Expressing his views on the 8th Central Conference discussing and approving the Regulation on the exemplary responsibility of cadres and party members, first of all Politburo members, Secretariat members, and Central Executive Committee members, Mr. Pham The Duyet, former Politburo Standing Member, former Chairman of the Central Committee of the Vietnam Fatherland Front, emphasized that this is the right thing to do. Setting regulations on the exemplary responsibility of high-ranking cadres will have a pervasive and convincing effect, and will certainly lead to changes at lower levels.

“If the top is strict, the bottom will be strict; if the top is exemplary, the bottom will follow; if the top does well, the people will definitely believe. When the people believe in the leader, that means they believe in the Party, believe in the Party's leadership,” Mr. Duyet clearly stated.

Quoting Uncle Ho's saying "Party members go first, the country follows", Mr. Duyet emphasized that everything that happens in the Party, whether good or bad, reflects the direction and leadership of the Central Committee, first of all the Politburo, the Secretariat, the Central Executive Committee, and first of all the comrades who head the central and local ministries and branches. Therefore, if we do well in the issue of cadres, from training, practicing, discovering, and promoting correctly, these will be the most important people with the most profound influence.

“To know whether people trust the Party or not, we can look at the grassroots level, but first of all, people look at the examples of those in the Politburo, the Secretariat, the Central Executive Committee, and the leaders of the provinces, cities, ministries, and sectors living around them. There is nothing that people do not know, it is just a matter of whether they say it or not,” Mr. Duyet affirmed.

Having witnessed the work and actions of the Central Committee in recent times, Mr. Duyet believes that these regulations are not slogans but demonstrate the determination to build and rectify the Party, the determination to build a contingent of cadres, especially cadres in the Politburo, the Secretariat, and the Central Executive Committee. Along with these regulations, plus promoting the strength of the entire Party and the entire people, the preparation of key cadres for the Central Committee, the Politburo, and the Secretariat for the 13th term will certainly be very favorable.

Mr. Ha Dang: "People always watch what the Central Government does"

Evaluating the draft Regulation on the role of setting an example, paying special attention to the role of Politburo members, Secretariat members, and Central Committee members, Mr. Ha Dang, former member of the Party Central Committee, former Editor-in-Chief of Nhan Dan Newspaper, former Head of the Central Ideology-Culture Committee (now the Central Propaganda Department) expressed his joy because according to him, setting an example must be implemented from top to bottom.

“People always watch what the Central Committee does. Through the recent fight against corruption, it can be said that the Central Committee, especially the General Secretary, has truly set an example. I believe that this time, with the Central Committee's determination to discuss personnel for the upcoming 13th National Congress, it will certainly be carried out completely. The Central Committee is highly determined that there will be strong movements within the Party,” Mr. Dang stated.

Affirming that setting an example is a major criterion in building a team of cadres, especially in the current situation. Setting a good example to follow, a bad example to avoid, Mr. Ha Dang further analyzed, according to him, setting an example here must include both leadership methods and the qualities of the leader. If we say that setting an example is just a way of leadership, that is, leading by setting an example, only considering it as one aspect of cadre work, then it is not correct. Setting an example here means setting a comprehensive example of a revolutionary person. Setting an example is not only a matter of working style but also a major political issue. Cadres who do not set an example or set a bad example are not qualified to be cadres as stated in Resolution 6 of the Central Committee.

Associate Professor, Dr. Nguyen Trong Phuc: Setting an example is not just a moral standard

According to Associate Professor Dr. Nguyen Trong Phuc, former Director of the Institute of Party History, the 8th Central Conference discussed and decided on the regulation on setting examples, which is to further specify the regulation on Party building on ethics. Setting examples is not only the ethical standard of communists but also reflects the working style, leadership, and lifestyle of Party members in general, especially high-ranking officials. The Central Committee issued this regulation, which is completely consistent with the viewpoint on Party building on ethics, perfecting the ethics, style, and lifestyle of Party members in general and high-ranking officials in particular.

The regulation of the responsibility of setting an example for senior officials is the best implementation of Directive 05 of the 12th Politburo on studying and following the moral example and style of Ho Chi Minh. Therefore, studying must be applied in practice, not to admire and praise, but to transform into correct awareness and action. This is also the process of perfecting and innovating working style, leadership style, and more broadly, innovating the Party's leadership method, in order to create solidarity and unity within the Party, to strengthen better trust within the Party and the people's trust in the exemplary role of Party members and officials, especially senior officials. To gain that trust, specific exemplary actions will have a positive, widespread impact within the Party, in the political system and in society.

Mr. Phuc also said that the requirements set out in the draft are all realistic and implementable regulations, and are not unrealistic. When cadres and party members are truly honest, they will voluntarily comply with the regulations. These regulations are only difficult for those who are not honest in life, in work, in ethics, and those who are politically opportunistic and materialistic.
