"Skilled mass mobilization" - mobilizing people to build new rural areas in Quynh Tan

(Baonghean) -Quynh Luu district has strongly directed localities to implement 19 criteria for building new rural areas (NTM). However, rural traffic criteria in some localities have encountered many difficulties. With a creative approach, the mountainous commune of Quynh Tan has received high consensus from the people, dozens of households voluntarily donated land to open roads for NTM construction.

In village 8, the mountainous commune of Quynh Tan, Quynh Luu district these days, everywhere you can see the urgent working atmosphere of the people (organizing the dismantling of auxiliary works, surrounding walls, kitchens, toilets) to donate land to open roads. As the first party cell chosen by the commune to implement the plan to build intra-village traffic infrastructure according to the new rural criteria, 100% of households in the village highly agreed.

40 affected households have voluntarily dismantled nearly 1,500m of surrounding walls, cleared nearly 1,000 outbuildings, houses and 240m2 of residential land and production land to expand 2km of the village's roads to meet the standards of new-style rural roads. Quynh Tan has successfully applied the "smart mass mobilization" model in leadership and direction, gaining high consensus from the people, mobilizing the participation of self-management groups and organizations, creating a vibrant, voluntary and exciting labor emulation movement among all the people. Mr. Le Van Linh in village 8, Quynh Tan commune, confided: "My family has a large area of ​​surrounding walls and constructions, but we have voluntarily donated them to make the road wider. The donated land from the road is 1.5m, the surrounding wall is 30m and the outbuildings are 10m".

Quynh Tan is a mountainous commune located more than 10 km away from the center of Quynh Luu district, with limited infrastructure and people's lives being more difficult than in other communes. Therefore, when starting to implement the National Target Program on New Rural Construction, Quynh Tan commune encountered many obstacles. Mobilizing people to contribute labor and money to build social welfare works and traffic and irrigation systems without knowing how to do it will not be effective. With the motto "the rain gradually seeps in over time", cadres and party members of Village 8 Party Cell work day and night to go to each house to propagate and explain the importance of expanding roads according to New Rural criteria.

The Party cell's way of doing things is to take key leaders and exemplary Party members as the first to voluntarily donate land to pave the way for the people to follow. Mr. Dang Ngoc Danh, Head of the War Veterans Association of Village 8, excitedly said: "In response to the New Rural Construction Program, I have deployed the branch's activities and spoken first to launch the movement of donating land, labor, and property to build the New Rural Construction. As the first person to speak, I support donating land, donating constructions, and donating embankments worth 37 million VND."

Quynh Tan's experience in mobilizing people to donate land and property for new rural construction is to learn from previous communes. It is necessary to understand the people, always put the role of the people first, and arouse people's opinions. Therefore, instead of marking new rural construction projects like other communes, Quynh Tan commune established a steering committee to conduct measurements and mobilize people to donate land; at the same time, gather necessary materials to build foundations, build surrounding walls, and separate houses from the road. This method received the support and consensus of the people, helping the locality "take a shortcut" to complete the measurement earlier than other communes, while saving hundreds of millions of dong for the local budget.

Mr. Ho Minh Mau, Chairman of the People's Committee of Quynh Tan Commune, said: "After consulting some other communes, Quynh Tan has learned that when implementing the criteria for rural traffic, there will be no markers. Because if markers are placed, it is expected to cost around 300 million VND. Therefore, the People's Committee of the commune has directed the villages to carry out site clearance and build foundations as they go. After completing the two pilot villages, Village 5 and Village 8, the commune will direct the remaining 14 villages to continue dismantling the works to build rural traffic according to the new rural standards. It is expected that from April 20 to June 30, 2013, Quynh Tan will be determined to direct the completion of site clearance for rural traffic."

With experience from "skillful mass mobilization" work under the strong direction of the Party Committee and government, the synchronous participation of the Fatherland Front and organizations, and the joint efforts of the people, Quynh Tan commune will soon complete the criteria for building rural roads according to NTM standards, contributing to rapidly changing the rural face of a mountainous commune that is still facing difficulties.
