Dong Hop is a lowland mountainous commune, about 20 km from the center of Quy Hop district, with a total natural area of over 3,504 hectares, with 3 ethnic groups living together: Thanh, Thai, Kinh. The population in the area is divided into 15 hamlets and villages with 1,976 households and 8,544 people; of which ethnic minority households account for nearly 23%, people's lives are still difficult. Identifying mass mobilization work as the key to implementing the goals and tasks set out by the resolutions of Party congresses at all levels, right from the beginning of the term, the Commune Mass Mobilization Bloc has had many action plans suitable to the actual situation in the locality, mobilizing people to promote internal strength, unite in patriotic emulation, compete in labor production, contributing to the development of the local socio-economy. The Commune Mass Mobilization Bloc has advised the Party Committee to issue policies, establish a steering committee of the Party Committee, organize the consolidation of the commune mass mobilization bloc, hamlet mass mobilization groups, coordinate with the government to develop projects and plans, and establish a steering committee to organize implementation.

Thanks to that, in recent years, in many areas such as: Building the political system, environmental sanitation, implementing grassroots democracy regulations, population policy - family planning, hunger eradication, poverty reduction, gratitude, building new rural areas... the role of mass mobilization work has been very clearly demonstrated, typically the "Skilled Mass Mobilization" movement in implementing the National Target Program on building new rural areas according to Resolution No. 17 of the Party Committee of the commune and the project of the People's Committee of the commune. The Mass Mobilization Bloc has developed a plan to propagate and mobilize with the active participation of the entire political system, the pioneering and exemplary role of cadres and party members, the movement to donate land for road construction has created a widespread influence in the whole commune.
A typical example is comrade Pham Thanh Trung, a party member in Tan Thang Party Cell, who voluntarily dismantled 30m of fence to donate land for rural roads. "Donating land to build roads is beneficial for both the village and the whole family. Now looking at the spacious roads, everyone is excited," comrade Trung shared. In total, in recent years, the whole Dong Hop commune has had 769 households donate 35,783m2 of land, 4,903m of fence, 62 works, 3,742 trees of all kinds, mobilized more than 6,679 working days, 425 machine hours and 806 trips of all kinds of vehicles, contributed raw materials, and poured 11km of concrete roads in the whole commune with a total value of nearly 19 billion VND.
In poverty reduction work, the Commune Women's Union has effectively implemented the work of "smart mass mobilization" to mobilize women to compete in developing production and increasing family income. Through the savings and loan groups of the Policy Bank and technical support work, many women have escaped poverty sustainably. We visited the family of Ms. Ha Thi Ly, Dong Hung hamlet, who was previously a poor household. However, since receiving a loan for production from the Policy Bank, she has invested in developing livestock and poultry farming, so the family's income has increased and the economy has gradually stabilized. Ms. Ly shared: "During the implementation process, the Commune Women's Union and the hamlet women's union were very interested in supporting the application of science and technology in livestock farming, so I boldly borrowed capital to invest in production. At the end of 2014, my family escaped poverty."
Many members of the Women's Union of Dong Hop commune have escaped poverty after implementing economic development following the advocacy of women's unions at all levels in the commune. Talking to us, Ms. Ha Thi That, President of the Women's Union of Dong Hop commune said: "In recent years, the Women's Union of the commune has proactively implemented and coordinated with other organizations to propagate and mobilize women to boldly develop the economy, eliminate hunger and reduce poverty. We propagate and mobilize from the examples of women who have succeeded in economic development and escaped poverty, thereby creating persuasion for women to follow. The Union also creates favorable conditions for women to borrow capital and receive science and technology. Therefore, over the years, the rate of poor members has decreased rapidly, the rate of well-off and rich women has increased significantly."
With specific and practical ways of doing things, the "smart mass mobilization" work in Dong Hop has brought about positive results, contributing to consolidating the political system, building the locality to develop more and more, the movement to build families, villages, and cultural units has become more profound and of higher quality; national defense and security have been maintained, social order and safety have been ensured, for many years Dong Hop commune has continuously achieved the title of Decisive Unit.
