"Skillful mass mobilization" in new rural construction in Yen Thanh

(Baonghean) -Implementing the new rural construction program, in recent times, the Party committees and authorities at all levels in Yen Thanh district have focused on leading and directing the synchronous implementation of solutions and mobilizing all resources to the maximum and achieving certain results. In that success, the role of mass mobilization work, especially mass mobilization work at the grassroots level, is extremely important.

In Son Thanh commune - the locality chosen as a pilot for new rural construction, up to now, the commune has completed 15/19 criteria, the remaining 4 criteria have been implemented by the locality, and the next step is to carry out field planning - land consolidation and plot exchange. With the motto "The State and the people work together", Son Thanh has mobilized over 20 excavators to carry out excavation and planning to convert small plots into large plots, creating conditions for people to invest in intensive farming, increase productivity and value per unit area. This is also one of the localities that carried out land conversion early, with creative ways, promoting the overall strength of the entire political system and the participation of all people - becoming a bright spot in the planning and land conversion work for new rural construction in Yen Thanh. Mr. Nguyen Tri Hoa - Secretary of the Party Committee of Son Thanh commune said: Son Thanh focuses on promoting the role of grassroots democracy and propagating and mobilizing the masses to implement the policies and resolutions of the Party and the State, especially implementing the national goal of building new rural areas, choosing land clearance and traffic construction as breakthroughs, land consolidation and plot exchange as the focus. Not only in Son Thanh commune, but the mass mobilization work has been considered by the Party Committee, the government, the Fatherland Front and the unions at all levels in 39 communes and towns in Yen Thanh district as a decisive solution that needs regular attention and focus. On the basis of the National Criteria for New Rural Construction, the Party Committee and the government have directed departments, branches and unions with specific functions and tasks by developing propaganda and mobilization plans so that members, union members and people clearly understand their rights and responsibilities in contributing human and material resources to participate in building new rural areas. The steering committees of the localities have cleverly integrated the content of new rural construction into meetings and activities of the branches, unions, and training courses for cadres, members and collaborators, thereby raising awareness, creating consensus and determination in leadership and implementation. At the same time, organize for people to participate in giving opinions on the construction of projects, mechanisms, and specific policies of the locality to ensure objectivity and democracy. Therefore, up to now, 100% of communes and towns have completed and approved new rural planning, 12 communes and towns have carried out planning - land consolidation, over 50% of localities have achieved 10 - 15/19 criteria.

With the motto: Strongly directing mass mobilization work to the grassroots, propagating and mobilizing people to "join hands to build new rural areas", the Yen Thanh District Party Committee's Mass Mobilization Board continues to focus on directing the grassroots mass mobilization block to thoroughly grasp the guidelines, policies and tasks, especially well implementing the emulation movement "Skilled mass mobilization" in building new rural areas, thereby profoundly changing the awareness of cadres, party members and people, creating consensus and active participation of the community to gradually complete the set of criteria for building new rural areas, striving to have over 50% of communes and towns meeting the standards by 2020. Mr. Nguyen Van Khai - Head of the Yen Thanh District Party Committee's Mass Mobilization Board said: Mass mobilization work requires the system of fronts and organizations from the district to the grassroots to set a great requirement, to build an action program, realistic targets in each locality, each field, each time. Notably, mobilizing people to donate land, open roads, clear traffic corridors according to standards, mobilizing people to change the structure of seedlings and crops, and build fields for high income. Mobilizing people to convert land from small plots to large plots, mobilizing people to implement environmental sanitation, waste treatment and other criteria, requiring the entire political system to participate, mobilizing all members and union members to implement simultaneously.

Thanks to good propaganda and mobilization work, after more than 1 year of focusing on mobilizing resources to build new rural areas, Yen Thanh has been gradually completing the criteria set according to Decision 491 of the Prime Minister. At the same time, continue to focus on doing well the mass mobilization work, promoting existing advantages, overcoming difficulties and shortcomings, creating consensus among the people, striving to complete the goal of building new rural areas according to the set roadmap.
