Party Committee of Nghe An Department of Agriculture and Environment Congress for the term 2025 - 2030

Leaders completed 19/22 targets

The Party Committee of the Department of Agriculture and Environment was established on March 24, 2025 on the basis of merging the Party Committee of the Department of Agriculture and Rural Development and the Party cells of the Department of Natural Resources and Environment Party Committee (before the merger).

Currently, the Party Committee of the Department of Agriculture and Environment of Nghe An has 9 affiliated Party cells with 120 Party members.

The political report presented at the congress and the speeches presented at the congress affirmed many outstanding results in the 2020-2025 term with 19/22 targets achieved and exceeded the plan.

Notably, the Party Committee has led the professional staff to advise the Provincial Party Committee, People's Council, and Provincial People's Committee to issue many directives, resolutions, and plans related to the development of forest material areas associated with the certification of sustainable forests and wood processing industry; innovation and development of cooperative economy in agriculture and rural areas associated with the goal of building new rural areas; accelerating the progress and improving the quality of building new rural areas in the 2021-2025 period; improving the effectiveness of implementing the strategy, sustainable development of the marine economy until 2030, with a vision to 2045; strengthening the Party's leadership in State management of minerals and environmental protection in the province...

Thanks to that, in the 2020-2025 term, the industry has achieved and exceeded 19/22 targets. Notably, the average growth rate of agricultural, forestry and fishery production value in the 5 years (2021-2025) is estimated at 4.55%.

As a result of the implementation of the National Target Program on New Rural Construction, it is expected that by the end of 2025, 278/362 communes will meet new rural standards, accounting for 76.8%; 121/278 communes will meet advanced new rural standards, accounting for 43.5% of new rural communes; 26/278 communes will meet model new rural standards, accounting for 9.35% of new rural communes.

The whole province has 11 district-level units completing tasks/meeting new rural standards and 1 district meeting advanced new rural standards in 2024 (Nam Dan district) and 1 district meeting model rural standards (Yen Thanh district).

Nghe An is the second province in the country in terms of the number of recognized OCOP products, with a total of 728 products achieving 3 stars or higher, exceeding the plan by 200 products.

The rate of rural residents using clean water by 2025 will reach 90%. The forest coverage rate is expected to reach 58% by the end of 2025.

Land and mineral management, environmental protection, water resources management, sea and island management, hydrometeorology and climate change management, etc., continue to be strengthened, creating positive changes, contributing to eliminating existing problems and limitations.

The Party Committee of the department has directed administrative reform resolutely, increasing transparency in handling administrative procedures, focusing on public service reform to clarify the responsibilities of each collective and individual; enhancing the application of information technology and digital transformation in management, direction and operation activities.

The Party building work is comprehensively taken care of by the Party Committee of the Department's departments in terms of politics and ideology; organization, personnel work, internal political protection; inspection, supervision, and enforcement of Party discipline.

Based on the analysis of the contexts, especially the requirements for national and homeland development in the new era, the Party Congress of the Department of Agriculture and Environment of Nghe An has set out specific goals, targets, tasks, and solutions, along with 3 breakthroughs in the 2025-2030 term.

Continue to innovate leadership methods

Speaking at the congress, comrade Hoang Quoc Viet - Member of the Provincial Party Committee, Party Secretary, Director of the Department of Agriculture and Environment of Nghe An emphasized: Faced with the requirements of renewing the growth model, developing green economy, circular economy, and increasingly deep digital transformation today, the Nghe An Agriculture and Environment sector also needs to strongly renew its thinking, reorganize production, improve the efficiency of resource management, environmental protection and climate change response.

Therefore, it is recommended that the Party Committee of the Department of Agriculture and Environment continue to promote the achieved results, overcome limitations, innovate leadership methods; strengthen the leadership capacity and fighting strength of the Party organization; build a strong and comprehensive Party Committee, link Party building with improving the quality of civil servants and public employees, strive to complete and exceed the targets set out in the Resolution of the Party Congress for the 2025-2030 term.

Continue to reorganize the apparatus of the Agriculture and Environment sector in the direction of "streamlining - compactness - strength - efficiency - effectiveness - efficiency"; promote administrative reform, create breakthroughs in improving the favorable, open, transparent and stable investment and business environment, build an honest, creative, active government serving the people, contributing to promoting economic development, especially the private economy which is truly the most important driving force of the economy.

Focus on advising on the effective implementation of major resolutions of the Central Committee, the Politburo, the Provincial Party Committee, especially Resolution No. 39-NQ/TW on the construction and development of Nghe An province; at the same time, perfecting the legal regulations of the industry to ensure that the operation of administrative procedures and State management activities on environmental agriculture are not interrupted when the two-level government comes into operation; synchronously implementing solutions to promote the economical, effective and sustainable use of land resources, natural resources, environmental protection, proactive adaptation to climate change, prevention, control and mitigation of natural disasters; promoting green transformation, promoting the development of a circular economy...

The Congress approved the list of appointed members of the Party Executive Committee of the Department of Agriculture and Environment of Nghe An for the 2025-2030 term, including 7 comrades.

Comrade Vo Thi Nhung - Deputy Secretary of the Party Committee of the Department, Deputy Director of the Department of Agriculture and Environment was appointed to hold the position of Secretary of the Party Committee of the Department of Agriculture and Environment of Nghe An for the 2025 - 2030 term; Comrade Nguyen Quoc Son - Secretary of the Party Cell of the Department of Organization and Personnel, Head of the Department of Organization and Personnel was appointed to hold the position of Deputy Secretary of the Party Committee of the Department of Agriculture and Environment of Nghe An for the 2025 - 2030 term.

The Congress also approved the list of 30 official delegates and 3 alternate delegates to attend the Party Congress of the Department of Agriculture and Environment of Nghe An for the 2025 - 2030 term.
