Dien Chau Party Committee: Strengthening the handling of violations of party discipline

(Baonghean) - Identifying inspection and supervision as one of the important tasks of Party building, in recent years, the Dien Chau District Party Committee has gradually improved the quality and effectiveness of this work.

Over the years, teacher Cao Thi Kim Thoa, Principal of Dien Phong Kindergarten, has always been recognized as an exemplary party member. However, few people know that she was previously expelled from the Party for violating discipline. Recalling the incident, Ms. Thoa shared: “At that time, I thought I would collapse. Fortunately, with the analysis and encouragement of comrades in the Party Committee and the Party cell, I clearly saw my shortcomings and continued to strive. A few years later, I was able to continue to stand in the Party ranks and was appointed principal by my superiors. Through that, I was required to strive even harder...”. Dien Phong commune also has cases of party members such as comrade Que Dai Phong and Ha Van Nhi who were criticized and reprimanded by the Party organization for their shortcomings in activities and lifestyle, but have now overcome and promoted their roles well.

The Inspection Committee of the Party Committee of Dien Hanh Commune (Dien Chau) deployed inspection and supervision work in 2014.

Referring to the above cases, the Party Secretary of Dien Phong Commune - Comrade Truong Hong Khoi was concerned: “The Commune Party Committee also has Mr. Le Van Toan in the Party Cell of Dau Vinh Hamlet who has just received a decision to be expelled from the Party, because before that, due to personal interests, he did not strictly comply with Directive 08 of the Provincial Party Standing Committee on promoting the movement of farmers to "consolidate land and exchange plots". The signs of Mr. Le Duc Toan's violations were reported by the Party Cell of Dau Vinh Hamlet and the Party Committee's Inspection Commission urgently verified, and concluded and proposed timely handling. This is regrettable because this Party member has been in the Party for more than 30 years. We hope that the Party member who has just been expelled will seriously look back at himself".

Disciplining party members, regardless of the form or reason, is still something that no one wants. However, in order to ensure the strength of the Party Committee, in recent years, grassroots party organizations in Dien Chau have increased inspection, detection, and handling of party members who violate the Party in a timely, accurate, and reasonable manner. This has a positive effect on educating party members to strive to fulfill their responsibilities. Comrade Ngo Xuan Van - Chairman of the Inspection Committee of Dien Chau District Party Committee said: "From the beginning of 2014 to now, the whole district has had 43 party members who violated the Party's discipline, of which 5 were expelled and 9 were warned. Most of the above cases were due to violations of the Population Policy - Family Planning, the rest violated the Party Charter or Regulation No. 47-QD/TU of the Central Party Executive Committee on things that party members are not allowed to do. The strengthening of party discipline has received high approval from party members and public opinion".

Comrade Ho Xuan Bay - Deputy Secretary of Dien Chau District Party Committee added: “In recent years, the inspection and supervision work has been carried out proactively, regularly, comprehensively and closely by the District Party Committee's Inspection Commission and grassroots party organizations. In the first 10 months of this year alone, 16 party organizations with signs of violations were promptly inspected by the Inspection Commissions at all levels, with accurate and objective conclusions and strict handling. At the same time, over 80 other party organizations were also supervised by the Inspection Commissions at all levels on topics such as: inspection, disciplinary enforcement; handling party disciplinary complaints, inspecting party finances and collecting, managing and using party fees...”. With the motto of "taking construction and prevention as the main focus", the inspection and supervision work not only clarifies the strengths and weaknesses of party members and party organizations but also discovers and motivates new factors; promotes the dynamism and creativity of party organizations and party members in all areas of work.

However, there are still some grassroots party organizations in Dien Chau that are not really determined in the work of inspection and supervision. Even some members of the Party Committee and members of the Inspection Committee show signs of being lenient, evasive or not being serious in handling party members who violate the law. Reality shows that wherever the work of inspection and supervision is taken lightly, there are likely to be cases of serious disciplinary violations by party members, and the leadership role of the party organization there is weak. The Dien Chau District Party Committee regularly reminds party committees of lessons learned in neglecting the work of inspection and handling violations in the Dien Thanh Commune Party Committee in previous terms.

Or in Dien Dong commune in 2013, the Party Committee handled 4 Party members who violated policy work from 2000 - 2006, which was not timely and limited the deterrent and educational effect. In fact, if anywhere quickly and seriously handled the denunciations and complaints of the people and cadres at the same level did not avoid them, many cases of cadres and Party members violating would be limited. From now until the Party Congress at all levels is not a long time, therefore, requiring Party Committees and Inspection Commissions at all levels to strengthen the work of inspection and supervision, clean up Party organizations at all levels, and actively contribute to Party building from the grassroots.
