Que Phong District Party Committee: Promoting the effectiveness of specialized resolutions

(Baonghean) - In the 2010 - 2015 term, Que Phong Party Committee overcame difficulties and challenges to achieve quite comprehensive results in all fields. One of the clear marks is that the district successfully built and expanded many agricultural economic models, actively contributing to accelerating the pace of poverty reduction, creating a foundation for Que Phong to promote development in the coming term.

"Falling in love" with the new model

It can be said that the passion fruit tree "found its place" in the border commune of Tri Le (Que Phong) is the result of boldly bringing new varieties to difficult land, and the methodical leadership and direction of the Standing Committee of Que Phong District Party Committee issuing a specialized resolution on the development of passion fruit trees in the period of 2013 - 2020. A very important thing is the result of the meeting of "4 houses": farmers - state - scientists and businessmen.

Experimenting with new planting since 2010, in Tri Le commune, the initial area was only 2 hectares in 5 villages of Mong, Thai, Kho Mu ethnic groups, but passion fruit trees have rapidly increased in area and yield. Up to now, the area of ​​passion fruit in the whole district is nearly 150 hectares, many households growing passion fruit have earned an income of 70-100 million VND/year.

Mr. Quang Van Xuan's family in Yen Son village is one of the households with the largest passion fruit area in Tri Le commune. With more than 330 trees in harvest, his family earns more than 90 million VND per year. Mr. Xuan said: "Before, we were always wondering what to plant effectively, but since having passion fruit trees, our family and many other households no longer have to worry about poverty, and have the conditions to improve their family life." Up to now, passion fruit trees have truly become the main tree of the commune. Currently, the area of ​​the commune grown by the people is 34.4 hectares, if including the area of ​​​​enterprises, there are nearly 100 hectares of lemons for harvest with a yield of 35 - 40 tons/ha. From the affirmation of stable output, the Party Committee of Tri Le commune in the term 2015 - 2020 has included in the resolution to maximize the area of ​​passion fruit cultivation according to the planning, with the orientation of becoming a spearhead commodity crop, helping people to escape poverty and become rich.

In addition to issuing specialized resolutions and specific projects, Que Phong district has called on businesses to invest in a closed process of creating varieties, providing technical support and product consumption for local people. In Tri Le commune, Nghe An Food Joint Stock Corporation (Nafoods), now Nafoods Group, has invested nearly 30 billion VND to build and operate a high-tech passion fruit nursery with an average capacity of 600,000 seedlings/year. Currently, it has produced 250,000 seedlings, becoming the only address providing seedlings for the district's new planting plan. The advantage of the passion fruit variety created here is that it has skillfully combined the advantages of imported purple lemon varieties and local varieties, not only providing high yield, stable fruit quality but also increasing disease resistance and adaptability to micro-climatic conditions. Mr. Nguyen Manh Hung, General Director of Nafoods Group committed: "Nafoods Group is developing according to a closed agricultural value chain model from seed production, planting, care, processing, and export, so we always accompany and ensure all commitments with people to promote the development of passion fruit trees in Que Phong district".

Another outstanding achievement in the agricultural sector of Que Phong is the success in testing, expanding and mass producing the cold-resistant Japonica rice variety. Along with passion fruit, Japonica rice is also the result of bringing Resolution 07-NQ/HU of the District Party Committee on "Application of Science and Technology in Agriculture" into life. The rapid development of Japonica area in this area, due to its efficiency in productivity (average yield of over 60 quintals/ha) and quality (characteristically delicious rice), after only 3 years of testing with 3 households participating in planting, in the 2015 crop, Que Phong had 100 hectares, not only concentrated in the "rice granary" communes such as: Muong Noc, Tien Phong, Chau Kim but also planted in the communes in the upper region. To have a stable and rapidly increasing area, the District People's Committee has implemented a mechanism to support 50% of rice seed prices and encourage the application of techniques using bamboo manure in the cultivation process...

Mr. Trinh Xuan Dung, Head of the District Department of Agriculture and Rural Development, said: "To turn this rice into a commodity, along with building a brand according to the process, the District People's Committee has planned to increase the area of ​​Japonica rice to 500 hectares in the central area with concentrated fields to invite businesses to purchase and invest in processing factories, thereby developing the brand of this specialty rice." Currently, a number of units and businesses such as the Institute of Agricultural Genetics (Ministry of Agriculture and Rural Development), Phu Quy Agricultural Materials Company have surveyed and discussed coordination mechanisms to develop production and purchase of this rice variety.

Replication, in-depth development

Another success of Que Phong district in effectively building and replicating economic models is the model of preserving and breeding ducks. Ho Van Chin's farm in Hai Lam hamlet, Que Son commune, is only 1 hectare in the Tom stream area, but has achieved very high economic efficiency thanks to the integrated livestock model, in which ducks are the mainstay. With 3,000 laying ducks, each day there are an average of 1,500 - 1,600 duck eggs with a selling price of 5,000 VND/egg (twice as much as normal meat duck eggs). After deducting feed costs, the farm gives Chin an income of over 5 million VND per day from selling duck eggs. Chin's farm is one of 10 member households of the Que Son Cooperative specializing in plant and animal breeds, which specializes in providing plant and animal breeds in a gradually professional manner for people in the district and neighboring areas. The cooperative plays a two-way service role and has a business (Dieu Chau enterprise purchases duck eggs) as a "midwife" to ensure product consumption for members.

Chairman of the Cooperative Ho Van Khuong said: “The Cooperative’s activities demonstrate its role in connecting and connecting producers and households in need of seedlings and animals. Based on the initial results, the Cooperative will continue to invest in expanding its production scale, while applying solutions to ensure the quality of the varieties produced here.”

In addition to the duck, the construction of economic models and production models based on promoting the development of native specialty plants and animals has been invested in by Que Phong district, such as using capital sources for production development 30a/2008/ND-CP. In cultivation, there are 10 models, including a model of specialized cultivation of upland melons. In livestock, there are 9 models, most of which focus on applying science and technology to increase productivity and quality, such as the conservation model of the duck; the black chicken (black Mong chicken); striped pigs; hill chickens; breeding porcupines; breeding bamboo rats... or in the forestry sector, 7 models have been built, such as the model of conserving cardamom and bo bo plants for medicinal purposes; the model of sticky rice rattan...

According to statistics through the 30a Program, 26 models have been built in Que Phong with 630 participating households, actively contributing to affirming the potential, advantages, raising awareness and consciousness of the local people to strive to do business. The draft political report submitted to the 21st Congress, term 2015 - 2020, Que Phong District Party Committee clearly stated the viewpoint of developing agriculture in a comprehensive, effective and sustainable direction on the basis of closely linking "4 houses" to clearly identify investment needs and product consumption.

Comrade Lu Dinh Thi, Secretary of the District Party Committee, affirmed: “Based on the achieved results, the district will continue to inherit and lead methodically in the next term with specific resolutions and projects, actively contributing to the goal of escaping poverty, including successfully building a number of specialty trees and animals with the Que Phong brand name”.
