Nghia Dan Party Committee: Promoting solidarity, creating momentum for development

(Baonghean) -Looking back at 2013, a year with many difficulties, the Party Committee and people of all ethnic groups in Nghia Dan district have promoted the spirit of solidarity in the political system, created consensus among the people, and at the same time identified tasks and solutions that were close to the situation and consistent in leadership and implementation. With the high determination of cadres, party members and people of all walks of life, Nghia Dan Party Committee has achieved basic achievements in all areas:

Socio-economic sector: Growth rate reached 16.16%, equal to 107.73% of the plan, up 37.3% over the same period; total production value reached 3,499,753 million VND, equal to 105.48% of the plan, up 22.53%; total added production value reached 4,479,560 million VND, equal to 104.64% of the plan, up 21.90%; average income was 16.37 million VND/person/year, reaching 109.12% of the plan, up 19.26% over the same period. The economic structure shifted positively towards high-tech agriculture. The program of implementing new rural construction, land consolidation and plot exchange was vigorously implemented. The work of granting land use right certificates achieved high results with a granting rate of 93%. Effectively coordinated the implementation of projects consulted and financed by Bac A Bank, notably in 2013 the TH Milk Processing Factory completed phase 1 and went into production, creating many types of milk products to supply the market.

Cultural and social fields: There have been positive changes compared to the starting point. In particular, people's health care has received good investment in terms of staff, facilities and technical equipment. Hunger eradication and poverty reduction exceeded the set targets (the rate of poor households is 16.97%/17% of the plan), reducing the rate of malnourished children, the rate of communes meeting national health standards... achieving the set targets. Effectively implementing social security policies; not allowing social evils to arise and causing complications.

National defense and security tasks are ensured in the context that the district continues to carry out site clearance for key projects and works. Maintain rural security, religious security and social order and safety. Resolve citizen complaints and denunciations well; do not allow mass complaints and prolonged complicated complaints to occur.

Party building work has achieved many important achievements. During the year, the district Party Committee effectively led the implementation of the contents and tasks of Party building work, focusing on leading and directing the implementation of tasks that need to be done immediately after self-criticism and criticism in the spirit of Resolution 4 of the Central Committee (11th term); promoting the implementation of studying and following the moral example of Ho Chi Minh. The results of the classification of grassroots party organizations in 2013 showed that 46/51 grassroots party organizations were exemplary, 9 exemplary grassroots party organizations were honored, and there were no weak grassroots party organizations. 195 new party members were admitted, exceeding the target of 35 comrades. The Party building committees and the district Party Committee Office were classified by superiors as having excellently completed their tasks, of which 4/5 committees were honored as outstanding.

The activities of the authorities at all levels have gradually improved their effectiveness and efficiency. The People's Council has made many innovations in methods, focusing on supervising areas and issues that society and voters are interested in. In 2013, the district-level authorities were classified by the Provincial People's Committee as having excellently fulfilled their tasks. The Fatherland Front and mass organizations have had many positive changes in their activities, playing a good role in gathering and uniting people of all walks of life, creating high consensus in society. As a result of the activities in 2013, 6/6 organizations were classified by superiors as having excellently fulfilled their tasks.

2014 is the final year of implementing the Resolution of the Party Congresses at all levels, preparing to enter 2015 to hold the Party Congresses at the grassroots and district levels for the 2015-2020 term, so the tasks of 2014 are very important for completing the targets and tasks of the term. In particular, 2014 will be the first year of implementing Resolution No. 26-NQ/TU of the Politburo on the Orientation and Tasks for the Development of Nghe An Province to 2020, in which Nghia Dan is identified as a high-tech agricultural zone to exploit the agricultural potential of the Western region, creating products of quality, productivity, efficiency and being a typical example of high-tech agricultural production in the North Central region.

From that situation and tasks, the goal of Nghia Dan Party Committee in 2014 is determined as: Promoting internal strength, actively creating conditions to attract investment to promote production development. Transforming the economic structure towards industrialization and modernization, ensuring high and sustainable growth rate. Mobilizing and effectively using resources to build new rural areas. Striving to successfully implement the socio-economic targets of 2014 and the 5-year socio-economic development plan (2011-2015). Ensuring social security and welfare, improving people's lives. Maintaining political stability, consolidating national defense, ensuring security and social order and safety. Focusing on improving the quality of grassroots party organizations and the contingent of cadres and party members. Continue to overcome shortcomings and carry out urgent tasks through review in the spirit of Resolution 4 of the Central Committee in conjunction with the implementation of Directive 03 of the Politburo. Strengthen inspection and supervision in all fields. Promote the role of the Fatherland Front and mass organizations in carrying out political tasks in the area.

To achieve the above goals, it is necessary to focus on implementing the following tasks and solutions:

1. Focus on directing and implementing the application of science and technology and introducing new varieties into production, ensuring basic stability of area and improving production efficiency for advantageous crops and livestock in the area. Proactively coordinate and effectively organize the implementation of the Project to build Nghia Dan High-tech Agricultural Zone.

2. Actively attract capital and strengthen supervision to ensure progress and quality of basic construction projects, especially urgent projects.

3. Effectively carry out licensing and state management of establishments and business households. Ensure good exploitation of revenue sources, strive to increase revenue compared to the plan; closely monitor expenditure sources, and practice regular savings in expenditure.

4. Focus on attracting resources and mobilizing people to join hands in building new rural areas. Implement well the integration of priority investment programs for the completion of new rural criteria. Implement land consolidation and plot exchange on a large scale and ensure effectiveness, creating consensus among farmers.

5. Ensure social security, promote the development of cultural and social fields and resolve pressing social issues. Continue to effectively implement programs, projects and issued policies to support production development and stabilize people's lives.

6. Strengthening the direction and administration, improving the effectiveness and efficiency of the state management apparatus. Continuing to promote administrative reform, preventing corruption, practicing thrift and combating waste.

7. Strengthen national defense and security, ensure social order and safety. Proactively grasp the situation and properly resolve complicated incidents that arise. Promote grassroots democracy, especially issues directly related to the rights and interests of the people.

8. Strengthen and perfect the grassroots party organization, improve the leadership capacity, fighting strength of the party organization and the quality of the contingent of cadres and party members. Prepare well in all aspects to move towards the Party Congresses at all levels for the 2015-2020 term. Continue to do well the tasks that need to be done immediately after the review in the spirit of Resolution 4 of the Central Committee "Some urgent issues on Party building at present" associated with continuing to promote "Studying and following the moral example of Ho Chi Minh". Raise awareness, strengthen the trust of cadres, party members and people of all walks of life in the leadership of the Party, contributing to creating unity, consensus among the people and the strength of the great national unity bloc.
