Vinh City Party Committee Mid-term Conference 2010 - 2015

(Baonghean.vn) -On the morning of June 13, the Vinh City Party Committee held a mid-term conference to evaluate the implementation results of the Resolution of the 22nd City Party Congress (term 2010 - 2015). Attending were representatives of the Provincial Party Committee's Party building committees and Party committees of 110 grassroots Party organizations under the Vinh City Party Committee.

Comrades Pham Anh Tuan - Member of the Provincial Party Committee, Secretary of Vinh City Party Committee; Nguyen Hoai An - Standing Deputy Secretary of the City Party Committee; Nguyen Xuan Sinh - Deputy Secretary of the City Party Committee, Chairman of the City People's Committee chaired the conference.

In the first half of the term, despite many difficulties and challenges, Vinh City basically maintained a stable situation, without major fluctuations. The average economic growth rate is estimated at 7.8%. Mobilizing resources to join hands in building new rural areas, with a total investment in construction and installation of more than 272 billion VND. Over the past 3 years, the City has had many mechanisms to encourage economic sectors to develop, attract and grant investment certificates to 54 projects, with a total registered capital of nearly 15,000 billion VND. The total estimated social investment in the 3 years 2011-2013 reached more than 28 billion VND, an average growth rate of 8.9%.

Urban management, land, and construction investment have gradually become orderly. The rate of granting land use right certificates to households has reached 90.6% (the Congress target is 95%). Cultural and educational work has achieved many important results: It is estimated that by the end of 2013, 63 schools will meet national standards; The rate of trained workers is estimated at 55%; The rate of cultural families is 90%; 60.9% of blocks and hamlets are recognized as cultural units. 18/25 wards and communes have met national standards on health according to new criteria. The rate of poor households has decreased to 1.26%. National defense and security have been maintained, the rate of resolving cases has reached 95.8%. Party building work continues to be cared for, the Party's leadership role continues to be affirmed, and consensus among the people has been consolidated. The activities of the political system, the direction and administration of the government at all levels have many innovations, social democracy has been promoted. The City Party Committee has continuously achieved clean and strong results. Through the first half of the term, the Vinh City Party Committee has achieved and exceeded 26/45 targets.

However, the results achieved are still low compared to the targets set by the Congress Resolution. Many targets, if not determined, will be difficult to complete by the end of the term, especially the economic targets. At the mid-term conference, Vinh City Party Committee deployed tasks and key solutions in the coming time, striving to successfully implement the targets set by the Resolution of the 22nd City Party Congress. In the immediate future, Vinh City Party Committee and people will respond to the patriotic emulation movement, achieve the highest achievements to celebrate the 50th anniversary of the city's founding, 5 first-class cities and receive the Third-class Labor Medal.
