Cua Lo Town Party Committee ceases operations from December 31, 2024
Before merging with Vinh City Party Committee and ending its operations, Cua Lo Town Party Committee had 48 grassroots party organizations.

Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province Nguyen Duc Trung has just signed and issued Decision No. 3025-QD/TU dated December 9, 2024 on behalf of the Provincial Party Committee to establish the Vinh City Party Committee (new).
Accordingly, Nghe An Provincial Party Committee decided to establish the Vinh City Party Committee (new) on the basis of merging 77 grassroots party organizations under the Vinh City Party Committee, 48 grassroots party organizations under the Cua Lo Town Party Committee and 7 grassroots party organizations under the Nghi Loc District Party Committee.
At the time of merger, the Vinh City Party Committee (new) had 132 subordinate grassroots party organizations, including 54 grassroots party committees, 78 grassroots party cells and 847 party cells directly under the grassroots party committee, with 31,238 party members.
The term of the Vinh City Party Committee (new) is the 2020-2025 term. The Vinh City Party Committee (new) officially came into operation from January 1, 2025. The Cua Lo Town Party Committee ceased its operation from December 31, 2024.
Nghe An Provincial Party Committee assigned the Provincial Party Committee Standing Committee to decide on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of Vinh City Party Committee (new) for the 2020 - 2025 term; introducing candidates for the positions of Chairman of the People's Council, Chairman of the People's Committee, Vice Chairman of the People's Council, Vice Chairman of the People's Committee of Vinh City (new) for the 2021 - 2026 term; leading and directing the election of the Inspection Committee, Chairman of the Inspection Committee, Vice Chairman of the Inspection Committee of Vinh City Party Committee (new) for the 2020 - 2025 term in accordance with the Party Charter and the regulations and instructions of the Central Committee on the implementation of the Party Charter.
Assign the Vinh City Party Committee (new) to lead, direct the consolidation, merger, establishment, and dissolution of grassroots party organizations, agencies, and affiliated units, and to perfect the staff, civil servants, and public employees according to current regulations and guidelines of the Party and State, and to lead and direct the development and timely promulgation of Working Regulations for operation. This Decision takes effect from the date of signing.
Nghe An Provincial Party Committee currently has 28 subordinate Party Committees, including 26 grassroots Party Committees (Vinh City, Cua Lo Town, Hoang Mai Town, Thai Hoa Town, Tan Ky District, Thanh Chuong District, Hung Nguyen District, Yen Thanh District, Quynh Luu District, Anh Son District, Tuong Duong District, Ky Son District, Quy Hop District, Con Cuong District, Dien Chau District, Do Luong District, Que Phong District, Nghi Loc District, Nghia Dan District, Nam Dan District, Quy Chau District, Provincial Police, Provincial Military, Provincial Border Guard, Nghe An Provincial Agencies, Provincial Enterprises) and 2 grassroots Party Committees (Vinh University and Vinh Technical Pedagogical University).
Thus, with this decision, starting from 2025, Nghe An Provincial Party Committee will reduce 1 subordinate party committee, leaving 25 grassroots party committees and 2 grassroots party committees.
Resolution No. 1243/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Nghe An province for the period 2023 - 2025 takes effect from December 1, 2024. For the district level, Nghe An will import the entire natural area and population size ofCua Lo town and 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong(Nghi Loc district) to Vinh city.
After the arrangement, Vinh city has a natural area of 166.22 km2 and a population of 580,669 people.
