Visiting Dien Phu these days, one can see the vibrant atmosphere of emulation and competition everywhere, celebrating the 22nd Party Congress of the commune, for the 2025-2030 term. Thus, another term has come to an end – five years, a relatively short period, but one that has brought prosperity to the land and people here. Excited by the improvement in material and spiritual life, the local people have unwavering confidence in the leadership and management of the Party committee and government.
The Dien Phu Commune Party Committee has 18 Party branches with 378 Party members. Determined to successfully implement the Resolution of the Commune Party Congress for the 2020-2025 term, from the beginning of the term, the Commune Party Committee has concretized the Resolutions and Directives of higher levels and the Resolution of the Commune Party Congress for the 2020-2025 term into specific action programs, proposing policies and solutions appropriate to the local reality to focus on leading and directing implementation.
To successfully achieve the socio-economic development targets set forth in the Resolution of the Commune Party Congress for the 2020-2025 term, the Commune Party Committee has outlined key breakthroughs and priority programs, focusing on developing a plan for the development of small-scale handicraft production, service businesses, and trade; creating favorable conditions for people to expand agricultural production, applying science and technology to livestock farming to increase productivity and output; and concentrating resources on building advanced and model new rural areas.

One of the outstanding achievements of the commune's Party Committee during the past term was its focus on leading and directing the people to work together to build an advanced new rural area. In recent years, the locality has mobilized tens of billions of VND to invest in the construction of new rural infrastructure, of which the people contributed nearly 8 billion VND along with thousands of days of labor and donated thousands of square meters of land for the repair and expansion of internal field roads, village roads, and the construction of public works.
In addition, the Party Committee and the government of Dien Phu commune have mobilized internal resources to invest in building economic models and beautifying residential areas in conjunction with the "All people unite to improve the quality of the New Rural Area" movement and the "bright - green - clean - beautiful" movement.
The locality has built 2 gardens that meet the standards of the New Rural Development program (Mr. Tran Van Tu's garden in Hamlet 1 and Mr. Thai Ba Cong's garden in Hamlet 10), and 1 product has been recognized as a 3-star OCOP product, "Xuan Duong Green Pomelo"; it has also coordinated with relevant departments to effectively carry out compensation and land clearance for projects and invest in the construction of infrastructure, with a total investment capital of over 54 billion VND during the term...

Over the years, Dien Phu commune has continuously consolidated and improved the criteria for advanced new rural development, creating momentum to promote socio-economic and cultural development. The average economic growth rate for the period 2020-2025 is 10.6%, meeting the plan. The economic structure has shifted in a positive direction: increasing the proportion of small-scale industries, construction, and services, while reducing the proportion of agriculture.
The total production value of the commune in 2020 was 312.4 billion VND, projected to reach 514.2 billion VND in 2024; estimated to reach 565.6 billion VND in 2025, an increase of 253.6 billion VND compared to 2020 (achieving 125% of the Congress plan). Average income in 2020 was 36.6 million VND/person/year, reaching 57.6 million VND/person/year by the end of 2024; estimated to reach 60 million VND/person/year by 2025, an increase of 23.4 million VND compared to 2020.
Schools have received investment and upgrades, with facilities and equipment meeting the needs of teaching and learning. 100% of teachers at all three levels (preschool, primary, and secondary) meet or exceed the required standards; and the socialization of education is always given attention.
Throughout the term, all three levels of education consistently maintained national standard school status. Cultural, informational, and sports activities were rich and diverse, promptly serving political tasks and the spiritual life of the people. The movement for national unity in building a cultured life in residential areas gradually deepened; in 2024, over 97.5% of households achieved the title of "Cultured Family"; 10 out of 12 hamlets achieved the title of "Cultured Village," accounting for 83.3%. Political security and social order remained stable and secure.
Recognizing Party building as a crucial step, the Dien Phu Commune Party Committee has always focused on Party building in all aspects: political, ideological, and organizational. The Party Committee consistently prioritizes leadership and guidance in effectively implementing the study and emulation of Ho Chi Minh's thought, morality, and style through diverse and practical methods, linked to the implementation of Resolution No. 4 of the 12th Central Committee on strengthening Party building and rectification. During the past term, the Commune Party Committee admitted 20 new members. The Commune Party Committee consistently achieved the "clean and strong" rating; 80% of Party branches successfully completed their annual tasks; and 91.5% of Party members were deemed qualified and performed their duties well or excellently.
The achievements made during the past term serve as a solid foundation, a driving force, and a leverage for the Party Committee, government, and people of Dien Phu commune to enter the new term 2025-2030 with the determination to build a clean and strong political system; to develop Dien Phu commune comprehensively in all aspects, and to strive to achieve advanced new rural standards by the end of the term.
